Bu çalışmanın temel amacı, seçilmiş refah devleti ülkeleri genelinde, aile ödenekleri programlarının temel özelliklerini ve uygulanış şekillerini ortaya koyarak, Türkiye’de hali hazırda var olan aile ödenekleri uygulamalarının etkinliğini ve eksikliklerini belirlemek ve Türkiye için bir model önerisinde bulunmaktır. Bu amaçtan hareketle çalışmada, 12’si özel, 23’ü kamu çalışanı olmak üzere toplam 35 kişi ile derinlemesine görüşme yapılmıştır. Yapılan görüşmelerde kişilere, aile ve çocuk desteklerinin yeterliliği ile bu destekler konusunda nasıl bir uygulama talep ettikleri ve bu uygulamanın finansman kaynağı konusundaki görüşleri sorulmuştur. Elde edilen bulgulara göre Türkiye’de bireylerin önemli bir kısmının aile ödenekleri uygulamalarının genelinden faydalanmadıkları, önemli bir kısmının ise asgari geçim indirimini bir aile ödeneği olarak görmedikleri bulgulanmıştır. Destek taleplerinin büyük ölçüde çocuk bakımı ve eğitim maliyetlerinin karşılanması noktasında yoğunlaştığı; bunun maliyetinin ise büyük ölçüde Devlet tarafından sağlanan mekanizmalarla finanse edilmesi gerektiği ortaya çıkmıştır. Bu anlamda, Türkiye’de aileye ve çocuklara verilen desteklerin toplumun genelini kapsayan ve çok amaçlı tek bir ödeme çerçevesinde yapılmasının daha işlevsel olacağı düşünülmektedir.
The main objective of this study is to identify the basic characteristics and ways of implementation of family payments programmes across the selected welfare state countries, to identify the effectiveness and shortcomings of family payments practices that exist in Turkey and to propose a model for Turkey. For this purpose, the work has been conducted in depth with a total of 35 people, including 12 private and 23 public employees. The discussions were asked to the persons, the adequacy of family and child support and how they demand implementation of these supports and their opinions on the source of financing of this application. According to the findings obtained in Turkey, a significant part of individuals in Turkey did not benefit from the general practice of family payments, while a significant part did not see the minimum living discount as a family payment. It has been revealed that support requests are largely focused on the coverage of the costs of child care and education, and that the costs must largely be funded by the mechanisms provided by the State. In this sense, it is believed that in Turkey the support to families and children will be more functional to be made within a single payment framework that covers the whole community and multi-purpose.
