Tarihin her döneminde orduların lojistik ihtiyaçlarının yeterince karşılanması ve bütünleme hizmetlerinin sorunsuz bir şekilde yürütülmesi harplerin gidişatına doğrudan tesir etmiştir. Bu durum, I. Dünya Savaşı gibi ordu mevcudunun milyonlara ulaştığı ve lojistik ihtiyaçların çoğalıp farklılaştığı bir dönemde daha da önem kazanmıştır. Çağın gereksinimlerine uygun olarak modern bir geri hizmet sistemi kurmayı amaçlayan Osmanlı Devleti, Balkan Savaşları öncesinde Alman lojistik sistemini esas alarak yeni bir geri hizmet organizasyonu oluşturmaya çalışmıştır. Menzil Teşkilatı adı verilen bu yeni sistem, ilk olarak Balkan Savaşları’nda uygulamaya konulmuş ancak, sistemin işleyiş ve uygulanışına vakıf yeterli personel bulunmadığından menzil sistemi bu ilk sınavında başarısız olmuştur. I. Dünya Savaşının başlamasıyla Menzil Teşkilatı, yürürlükte bulunan 1911 tarihli Menzil Nizamnamesine göre yeniden ihdas edilmiştir. Böylece her ordunun her türlü lojistik ihtiyacı, ordu harekât alanının hemen gerisinde teşkil edilen Menzil Müfettişliklerince karşılanmıştır. Bu çalışma, Doğu cephesinde Ruslara karşı mücadele eden 3. Ordunun bütünleme faaliyetlerini gerçekleştiren 3. Menzil Müfettişliğinin kuruluşu, idari yapısı ve işleyişini konu edinmiştir. Çalışmanın konusu, harbin başlangıcından 18 Aralık 1917 tarihli Erzincan Mukavelenamesinin imzalanmasına kadar geçen süre ile sınırlandırılmıştır.
In every period of history, the adequate satisfaction of the logistics needs of the armies and the smoothly implementation of integration services has directly led to the progress of the armies. The Ottoman State, which aims to establish a modern back service system in accordance with the requirements of the time, has tried to establish a new back service organization based on the German logistics system before the Balkan Wars. This new system, called the Menzil Organization, was first implemented in the Balkan Wars; however, the Menzil system failed in this first exam because there was not sufficient staff founded for the operation and implementation of the system. and I. With the beginning of the World War, the Menzil Organization was re-established according to the Menzil Nizamnames of 1911. Thus, every kind of logistical need of each army is met by the Menzil Inspections, which are formed right behind the army’s area of operation.
