Halil Kemal Bey, one of the Maarif -Education- Directors of Abdulhamid II, after working as the Maarif –Education- Director of Aleppo for three years between 1886-1889 was appointed to Syria Maarif –Education- Directorate. He, from there, was appointed to Beirut in 1891 and to Syria for the second time in 1892. Halil Kemal Bey wrote this layiha during his second Syrian Maarif –Education- Directorate in 1892. In his Layiha he offered solutions for the problems that occurred due to mutual faults of Sunni and Nusayri community in Hatay. He has tried to prove that the real source of these problems is not the religious beliefs but the economic concerns of the riches and prominent in the region. This layiha is included in the Ottoman Archives section of the Presidency State Archives, within the scope of the Maarif Nezâreti- Education Ministry- Maruzatı section within the Yıldız Perakende Document classification. One page presentation letter was written for layiha, which was prepared as 6 pages in notebook form. A separate study was conducted about Halil Kemal Bey and his Layiha.In this study the transcription of Layiha was made and evaluated in terms of Ottoman Diplomatics.
