Sosyal güvenlik harcamalarının ekonomik büyümeye etkisi ile ilgili literatürde iki farklı görüş bulunmaktadır. Sosyal güvenlik harcamaları bir kamu harcamasıdır. Buna bağlı olarak, klasikler sosyal güvenlik harcamalarında gerçekleşecek artışın büyümeyi negatif etkileyeceğini savunur. Keynesyenlere göre ise bu tür harcamalardaki artış büyümeyi daha da artıracaktır. Çalışmanın amacı Türkiye’de sosyal güvenlik harcamalarının ekonomik büyümeye etkisinin olup olmadığını, etkisi var ise ne yönde olduğunu bulmaktır. Çalışmada 1975 ile 2017 dönemi arasında sosyal güvenlik harcamaları ve ekonomik büyüme arasındaki zamansal nedensellik ilişkisi incelenmektedir. Sosyal güvenlik harcamaları değişkeni olarak konsolide bütçe içerisinde sosyal güvenlik harcamalarının yüzdesel oranı verisi ve ekonomik büyüme değişkeni olarak gayrisafi yurtiçi hasılanın bir önceki yıla göre yüzdesel değişim verisi kullanılarak analiz yapılmıştır. Çalışmada Johansen (1988), Johansen ve Juselius (1990) ve Johansen (1991) çalışmalarında yer alan Johansen eşbütünleşme testi uygulanarak modeller için uzun dönemli ilişkiler araştırılmıştır. Bu araştırma neticesinde değişkenler arasında uzun dönem eşbütünleşme ilişkisinin varlığı tespit edilmiştir. Sosyal Güvenlik Harcamalarında gerçekleşen her 1 puanlık artışın ekonomik büyümede 1.05 puan artışa sebep olduğu sonucuna ulaşılmıştır. Değişkenler arasında nedensellik olup olmadığını araştırmak için Granger(1969) nedensellik testi yapılmıştır. Sosyal güvenlik harcamalarının ekonomik büyümenin nedeni olduğu fakat ekonomik büyümenin sosyal güvenlik harcamalarının nedeni olmadığı sonucuna ulaşılmıştır.
There are two different opinions in the literature about the impact of social security spending on economic growth. Social security expenditure is a public expenditure. Consequently, the classics argue that the increase in social security spending will have a negative impact on growth. According to Keynesians, the increase in these expenditure will increase the growth. The aim of the study is to find out whether social security spending in Turkey has an impact on economic growth, and if it has an impact in what direction it is. The study examines the temporary causal relationship between social security spending and economic growth between 1975 and 2017. As a variable of social security spending, the percentage of social security spending in the consolidated budget and the percentage of non-profit domestic earnings as a variable of economic growth were analyzed using the percentage of exchange data compared to the previous year. The study included in the studies of Johansen (1988), Johansen and Juselius (1990) and Johansen (1991) and the application of the Johansen matching test researched long-term relationships for models. This study found the existence of a long-term equalization relationship between the variables. Every 1 point increase in social security spending has resulted in 1.05 points increase in economic growth. Granger (1969) was conducted a causality test to investigate whether there is a causality between the variables. Social security expenditure is the cause of economic growth, but the economic growth is not the cause of social security expenditure.
