Ülkelere göre oranları değişmekle birlikte dünya nüfusu hızla yaşlanmakta, bu durum ekonomik ve sosyal birçok sorunu beraberinde getirmektedir. Türkiye’de mevcut nüfus içinde giderek artan yaşlı nüfus oranının 2022 yılı sonu itibarıyla %9,9'a yükseldiği görülmektedir. Bu oran ile Türkiye, ‘nüfusu yaşlı ülkeler’ arasına dâhil olmuştur (TÜİK, 2023). Bu durumda yaşlı nüfusun ve aktif yaşlıların yaşamını nerede ve nasıl sürdüreceği büyük önem arz etmektedir. Çalışmanın amacı, aktif yaşlı ve emekli nüfusun kırsala dönük tercihleri, kırsala yerleşmeleri ile gelişen yeni şartlar, üretim biçimleri, yeni hizmet taleplerinin neler olabileceğine dair ön tespitler yapmaktır. Çalışma, 2019-2022 yıllarında farklı dönemlerde arazi çalışmaları gerçekleştirerek ve amaçlı örnekleme yöntemi kullanılarak hazırlanmıştır. Artvin ilinde (Ardanuç, Şavşat) emekliliğin ardından kırsala dönen 14 katılımcı ile 12 sorudan oluşan yarı yapılandırılmış görüşme formu kullanılarak derinlemesine görüşmeler yapılmıştır. Aktif yaşlı nüfusun ekonomiye nasıl dâhil edilebileceği gibi hususlara ek olarak kırsala dönen emeklilerin üretime katılma, kırsalda hizmet ve yaşam şartlarının iyileştirilmesi yönünde duyulan ihtiyaç ve beklentilerinin neler olduğu tespit edilmiştir. Görüşmelerin analiz edilmesi sonucunda; kırsala dönme tercihlerinde emekli olduktan sonra farklı bir yerde yaşama, kırsala özlem duyulmasıyla dönme isteği, tarımsal üretimle ilgili yeni uğraşlar edinmek, miras kalan atıl arazi ve evleri tekrar kullanarak gelecek kuşaklara aktarma, şehirde yaşam ve çalışma şartlarından ötürü ertelenen üretim ve hobileri emeklilik sonrası kırsalda uygulama isteği etkili olmuştur. Hayatının geri kalanını kırsalda geçirmek, üretim yapmak, doğal ortamda varsa diğer isteklerini gerçekleştirmek isteyen yaşlı nüfus için Ardanuç ve Şavşat gibi ilçeleri başta olmak üzere Artvin ilinin önemli fırsatlar sunduğu görülmüştür.
As rates change according to countries, the world’s population is rapidly aging, this situation brings many economic and social problems. In Turkey, the increasing rate of elderly population in the current population is seen to rise to 9.9% by the end of 2022. With this ratio, Turkey has been included among the 'people old countries' (TÜIK, 2023). In this case, it is of great importance where and how the elderly population and active elderly people will continue their lives. The objective of the study is to make pre-definitions of the rural preferences of the active elderly and retired population, the developing new conditions with rural settlements, the forms of production, what new services requests can be. The study was prepared in the years 2019-2022 by carrying out land studies in different periods and using the aim-based sampling method. In the Artvin province (Ardanuç, Şavşat) after retirement, 14 participants returned to the countryside and 12 questions consisting of a semi-structured conversation form used deep discussions were held. In addition to the aspects of how the active elderly population can be incorporated into the economy, it has been determined what the needs and expectations of retirees who return to the countryside are to participate in production, improve the services and living conditions in the countryside. As a result of the analysis of the negotiations; the desire to live in a different place after retirement, the desire to return to the countryside with desire, the desire to acquire new efforts related to agricultural production, the transfer of the remaining land and houses to future generations by re-use, the desire to apply the production and hobbies delayed due to the conditions of living and working in the city and the desire to apply in the countryside after retirement has been effective. For the elderly population who wishes to spend the rest of their life in the countryside, to produce, if in the natural environment, to fulfill their other desires, the districts such as Ardanuç and Şavşat have seen that the Artvin province offers important opportunities, primarily.
Although the rate varies according to countries, the world population is aging rapidly, which creates many social and economic problems. In Turkey, the proportion of the elderly population in the current population has increased rapidly and its ratio in the total population increased to 9.9% in 2022. With this ratio, Turkey’s population is included among the older countries (TÜİK, 2023). In this situation, where and how the elderly population and active old age will be maintained is of great importance. The study was prepared by carrying out field studies and using purposive sampling method in 2019-2022. In-depth interviews were conducted with 14 participants who returned to the countryside after retirement in Artvin province (Ardanuç, Şavşat) using a semi-structured interview form consisting of 12 questions. In addition to issues such as how the active elderly population can be included in the economy, it has been determined what the needs and expectations of retirees returning to the countryside are for participating in production, improving service and living conditions in the countryside. As a result of analysing the interviews, the preferences for returning to the countryside were influenced by the desire to live in a different place after retirement, the desire to return to the countryside due to longing for the countryside, to acquire new occupations related to agricultural production, to reuse inherited idle lands and houses and to pass them on to future generations, and to practice production and hobbies in the countryside that were postponed due to living and working conditions in the city. It has been observed that Artvin province, especially Şavşat and Ardanuç districts, offers important opportunities for the elderly population who want to spend the rest of their lives in the countryside, to produce, and to realise their other wishes in a natural environment.
