Bu araştırma, 5. Sınıf öğrencilerinin ve ilköğretim kurumlarının 5. sınıflarında görev yapan Sosyal Bilgiler öğretmenlerinin uygulanmakta olan Sosyal Bilgiler Dersi Öğretim Programı’ na ilişkin görüşlerine dayalı program değerlendirmeyi amaçlamıştır. Hem nitel hem de nicel verilerin elde edildiği bu çalışma karma yöntem olarak tasarlanmıştır. Manisa ilinde görev yapan 12 sosyal bilgiler öğretmeninden görüşme formu aracılığıyla elde edilen nitel veriler, içerik analizi ile çözümlenmiş, bu çözümlemeleri desteklemek üzere betimsel analizlerden yararlanılmıştır. Manisa ilindeki 4 farklı okuldaki toplam 9 sınıfın 233 öğrencisinden anket aracılığıyla elde edilen nicel verilerin standart sapma, aritmetik ortalama ve frekans analizleri yapılmıştır. Çalışmanın sonucunda 5. sınıf Sosyal Bilgiler Dersi Öğretim Programı’ nın kazanımlarının öğrenci seviyesine uygun, anlaşılır, beceri ve değerleri geliştirici nitelikte olduğu, konuların 2005 programına göre azaltılarak ciddi değişikliğin olmadığı öğrenme öğretme sürecinde en çok ders saatinin az oluşundan dolayı etkinliklerin yetişmediği ve sınama durumlarının bu programda eskiye göre daha esnek olduğu ama yine de ders saatinin az ve sınıfların kalabalık oluşundan dolayı sınama durumlarında sıkıntı yaşanıldığı belirlenmiştir. 2005 ve 2018 Sosyal Bilgiler Dersi Öğretim Program’ları karşılaştırıldığında, kazanım, içerik, öğrenme-öğretme süreci ve sınama durumları boyutları bakımından belirgin bir farklılık bulunamamıştır. Kazanımların çoğunluğu aynıdır ve içerikte ciddi değişimler söz konusu değildir. 2005 Sosyal Bilgiler Dersi Öğretim Programı’ nda her kazanımın nasıl değerlendirileceği ve öğrenme-öğretme süreci hakkında açıklamalar verilirken 2018 programında açıklamaların verilmemiş olması 2018 öğretim programının bir eksikliği olarak değerlendirilebilir.
This study, 5. The aim is to evaluate the program on the basis of the opinions of class students and teachers of social information in the 5th grade of the primary education institutions on the basis of the Social Information Course Teaching Program that is implemented. This work, in which both the quality and quantity data are obtained, is designed as a karma method. Qualitative data obtained through the interview form from the 12 social information teachers in Manisa province, analyzed by content analysis, used by visual analysis to support these solutions. Compared to the 2005 and 2018 Social Information Course Teaching Programs, there was no significant difference in the size of the earnings, content, learning-learning process and test conditions. Most of the gains are the same and there are no serious changes in the content. The fact that the 2005 Social Information Course Curriculum has no explanations about how each achievement will be assessed and how the learning-learning process will be explained while the 2018 program has no explanations can be considered a lack of the 2018 curriculum.
