19. yüzyılın başlarından itibaren Rus Çarlığının izlediği Panislavist politikanın etkisiyle Balkan milletlerinin Osmanlı yönetimine karşı başlattıkları büyük isyan hareketi, bölgede asayiş sorunlarına neden olmuştur. Özellikle 1877-1878 Osmanlı-Rus Harbi sonrası imzalanan Ayastefanos Anlaşmasıyla Karadenizden Egeye kadar uzanan büyük Bulgar prensliğinin kurulması kararının, İngiltere ve diğer büyük güçlerin isteği doğrultusunda, Berlin Antlaşmasıyla uygulamaya konulmaması bölgedeki güvenlik sorununu büsbütün arttırmıştır. Zira Bulgarlar, hayal kırıklığına rağmen isteklerinden vazgeçmemişler ve Doğu Rumeliyi Bulgar Prensliğine katmak için her yolu denemişlerdir. Özellikle bölgedeki nüfus dengesini Bulgarlar lehine değiştirmek için Bulgar çete liderleri, bir takım tedhiş hareketleriyle bölgedeki Müslüman Türk unsurunun bölge dışına itilmesine çalışmıştır. Osmanlı Devleti, çetelere karşı mülkî ve askerî tedbirler alarak asayişi temin etmeye çalışmıştır. Bu çalışmada, Berlin Antlaşmasına karşı bölgede duyulan memnuniyetsizlik ve Osmanlı Devletinin etnik terör hareketleri karşısında asayişi temini hususunda bir değerlendirme yapılacaktır. Etnik teröre karşı Osmanlı Devletinin izlediği yolların belirlenmesi, günümüz Türkiyesinin benzer sorunlara karşı mücadelesine katkı sağlayacaktır.
Since the beginning of the 19th century, the great rebellion movement that the Balkans began against the Ottoman government, with the influence of the Panislavist policy followed by the Russian Tsar, has led to asset problems in the region. The decision to establish the great Bulgarian princess, which was signed after the 1877-1878 Ottoman-Russian War with the Ayastefanos Treaty, from the Black Sea to the Ege, in accordance with the request of Britain and other great powers, not to be implemented with the Berlin Treaty has entirely increased the security problem in the region. Because the Bulgarians, despite their disappointment, did not give up their desires and tried every way to add the Eastern Rumeli to the Bulgarian Princess. In particular, in order to change the population balance in the region in favour of the Bulgarians, the Bulgarian gang leaders have tried to push the Muslim Turkish element in the region out of the region with a group of safeguard movements. The Ottoman State has tried to ensure its asset by taking property and military measures against the gangs. This study will evaluate the region’s dissatisfaction with the Treaty of Berlin and the Ottoman State’s assurance of asset against ethnic terror movements. The determination of the ways the Ottoman State follows against ethnic terror will contribute to the struggle of today’s Turkey against similar problems.
