Alman Kayzeri Wilhelm, cihat bayrağı altında Ağustosu 1914’de Osmanlı ile ittifak yapıp, düşmanlarının üstüne Müslümanların gazabını salmayı planlamıştı. Ancak İngiltere ile mücadelenin kaçınılmaz olduğunu ve yanlış hesap yaptığını anladığında, İngiltere’nin doğudaki gücünü tamamen yok edecek bir cihat için “…konsoloslarımız tüm Müslümanları, bu vicdansız ve yalancı millete karşı ayaklandırmalıdır…” emrini verdi.

Therefore, he took advantage of every opportunity he had, especially with the jihad policy, he planned to rebell the Islamic world, to turn the anger of Muslims into his enemies, primarily England.
