1924 Village Law which is one of the local government units and regulates the management of villages needs to be rearranged by taking into account initially the Turkey’s changing economic, social, demographic conditions and others. Prepared draft is an important step for the rearrangement of the legislation works which date back to 2000. The draft includes, the village’s structure, body, management, authority and responsibilities, working procedures and principles. Meanwhile, it includes their relationship with other organizations and extensive regulations in order to increase the administrative and financial capacities of the villages. Draft also contains the issues which need to be addressed in detail. Such as; recall of the council and the head of the legal entity village headmen, rural area renewal project and village layout project. In this study, the articles of current Village Law No.442 and the considered draft of Village Act are comparatively examined. At the same time, it is aimed to benefit from other academic studies on related subject. The aim is to reveal significant differences in the new regulation and to emphasize the positive and negative aspects of the draft bill.
