Günümüzde dünyanın en zengin petrol rezervlerine sahip ülkelerden biri olan Irak, dünya petrol üretimi ve ihracatında da ilk sıralarda yer almaktadır. ABD'nin, 2003 yılında Irak'ı işgal etmesi sırasındaysa bazı petrol tesisleri hasar görürken, üretim kapasitesinde ciddi bir azalma yaşanmıştır. Irak, 2003'ten sonraki yeniden yapılanma sürecinde, önemli miktarda yabancı sermaye çekmeyi başarmış ve petrol üretiminde tekrar üst sıralara çıkmıştır. Irak'ın kuzeyinde, 2003'ten sonra, anayasal olarak bir Kürt özerk yönetimi kurulmuştur. Başlangıçta Irak'ın tüm petrol kaynaklarının yönetiminin Merkezi Irak Yönetimi (MIY)'nde olması ve Irak Kuzeyi Yerel Yönetimi (IKYY)'ne, ülkenin tüm petrol gelirlerinin %17'sinin verilmesi planlanmıştır. Ancak, IKYY'nin, kendi bölgesindeki petrol alanları için ihaleler düzenlemiş ve MIY'dan bağımsız olarak, uluslararası petrol şirketleriyle, çok sayıda anlaşmalar yapmıştır. Today, Iraq, one of the world’s richest oil reserves, is also ranked first in world oil production and exports. If the U.S. occupied Iraq in 2003, some oil plants were damaged, the production capacity was significantly decreased. In the rebuilding process after 2003, Iraq has managed to draw significant amounts of foreign capital and has regained its top rank in oil production. In the north of Iraq, after 2003, a Kurdish autonomous government was constitutionally established. Initially, it was planned that all Iraqi oil resources will be managed by the Central Iraqi Government (MIY) and the North Iraqi Local Government (IKYY) will be granted 17% of the country’s total oil revenues. However, IKYY has arranged auctions for oil fields in its own region and, independently of MIY, has made numerous agreements with international oil companies. While the issue of power sharing between the oil fields between IKY and MIY continues today, each country and company has a position in its own interest.

However, the Local Government of Northern Iraq held tenders for oil fields in the region and concluded numerous agreements with international oil companies, independent of the Central Iraqi Administration. While the issue of sharing the authority of oil fields between KRG and MIY continues to this day on this, each country and company is in the position of self-interest.
