Gelişmiş ekonomileri yakalamaya çalışan Türkiye’nin ihtiyaç duyduğu kaynakların başında yurtiçi tasarrufların arttırılması yer almaktadır. Bireysel Emeklilik Sistemi hem yurtiçi tasarrufların arttırılmasını hem de katılımcılara emeklilik döneminde daha yüksek gelir seviyesini sağlamayı amaçlamaktadır. Bireysel Emeklilik Sistemine 18 yaşında girilebilmekte, en az 10 yıl sistemde kaldıktan sonra 56 yaşında emeklilik hakkına kavuşulmaktadır. Diğer taraftan Türk halkının tasarruf eğilimleriyle ilgili yapılan bir çalışmada birçok kişi çocukların geleceği için tasarruf yaptığını belirtmiştir. Anket, sisteme dahil olan birçok kişinin, birikimlerini (aslında) çocuklarının geleceği için yaptığı sonucu ortaya çıkmıştır. Çalışmada Amerika Birleşik Devletleri, Birleşik Krallık, Kanada, İsrail ve Singapur’da uygulanan çocuklar için tasarruf programları yer almaktadır. Aynı zamanda bu tasarruf programlarının uygulanması neticesinde elde edilen sonuçlara yer verilmiştir. Çalışmadaki model önerisi; yurtdışındaki uygulamaların tecrübelerinden faydalanılarak bireysel emeklilik sistemi altında kurulması gerektiğini ortaya koymaktadır. Model, yurtiçi tasarrufların arttırılması yanında eğitim sisteminin kaynaklarını arttırmayı ve çocukların üniversite öğretimleri döneminde daha iyi mali imkânlara kavuşmasını amaçlamaktadır.
Turkey needs to increase domestic savings for being a developed country. Pension system aims both to increase domestic savings and provide higher income level to participants. Pensioners can enter the system after 18 years old and may retire in 56 with at least 10 years contribution. A study about the saving trends of Turkish people shows that a lot of people tend to save money for their children’s future. Besides, results of a survey demonstrated that Turkish people want to save money for their children. The study includes savings programs and their results for children in USA, UK, Canada, Israel and Singapore. The paper includes a model that demonstrates the necessity of establishing practices under the private pension system by benefiting from the experiences of the practices abroad. In addition to raising savings, the model aims to increase resources of the education system and to provide better financial opportunities for children during their higher education.
