Güvenlik kavramı uluslararası ilişkilerin önemli çalışma alanlarından birisidir. Her ne kadar güvenlik konusundaki kavramsal çalışmalar son dönemlere kadar ihmal edilmiş olsa da bu alandaki çalışmalar II. Dünya Savaşı sonrasında başlamıştır. Bu çerçevede Soğuk Savaş boyunca hakim olan klasik güvenlik anlayışı çerçevesinde düşman devlet- ideoloji tanımlaması üzerinden devletin güvenliğini öncülleyen bir anlayış içerisinde ulusal güvenlik tanımlanmıştır. Bu tanımlama içerisinde devletler güvenliği uluslararası alanda ülke sınırlarının düşman işgalinden korunması ve egemenliğin muhafazası şeklinde kabul etmişler, ulusal alanda ise organize suç, terör gibi tehditlere karşı asayişin temini anlayışı üzerinden güvenlik çalışmalarına yaklaşmışlardır. 1980’lerle birlikte bu durum değişmeye başlamıştır. Soğuk Savaşın bitiminde küreselleşme olgusunun da etkisi ile ulusal/uluslararası güvenliğe yönelik yeni tehditler ortaya çıkmıştır. Kendi içerisinde tezatlıklarla ilerleyen küreselleşme kavramı en başta dünya genelinde varlıklı ile yoksul kesimler/uluslar arasındaki farkı büyüterek günümüz dünyasının eskisine nazaran daha fazla tehdidi içinde barındıran, istikrarsız bir hale gelmesine neden olmuştur. Yeni tehditlerin ortaya çıkmasında önemli bir faktör olan küreselleşme olgusunun gelişimi ulusal güvenliğin tanımlanması üzerinde önümüzdeki dönemlerde etki sahibi olmaya devam edecektir
The concept of security is one of the important fields of study of international relations. Although conceptual studies on security have been neglected until recently, security studies started after World War II. Within the framework of the classical security concept that prevailed during the Cold War, national security was defined in an understanding that pioneered the security of the state through the definition of enemy state-ideology. In this definition, states accepted security as protection of the borders of countries from enemy occupation and preservation of sovereignty in the international arena, on the other hand, they approached the security activities in the national field through the understanding of the provision of public order against threats such as organized crime and terror. With the 1980s, this situation began to change. With the effect of globalization at the end of the Cold War, new threats to national / international security emerged. The concept of globalization, which proceeds in contradictions within itself, has enlarged the difference between the wealthy and poor sectors/nations in the world and has made today’s world more unstable, with more threats than before. The development of globalization, which is an important factor in the emergence of new threats, will continue to have an impact on the definition of national security in the coming periods.
