Son dönemlerde beşeri sermaye gelişmekte olan ülkelerde önemli bir faktör olmaktadır. Çünkü beşeri sermayenin temel bileşenlerinden biri olan sağlık harcamaları ekonomik büyümede etkilidir. Günümüzde ekonomik kalkınma düzeyleriyle gelişmekte olan ülkeler arasında yer alan BRICS ülkelerinin hızla büyüyen ekonomileri dikkat çekmektedir. Bu çalışmada 1995-2014 dönem verileri kullanılarak ekonomik ve sosyal gelişmeleriyle dikkat çeken bu ülkelerin sağlık harcamalarının belirleyicilerini Türkiye’nin de içinde yer aldığı BRICS-T grubu içerisinde incelemiştir. Çalışmada ülkelerin sağlık harcamalarının belirleyicileri Panel Vektör Otoregresif (VAR) yöntemiyle analiz edilmiştir. Panel Sistem GMM yaklaşımı kullanılarak tahmin edilen Panel VAR analiz sonuçlarına göre belirlenmiş yıl aralığında toplam sağlık harcamalarının yaşlanan nüfus ve kadın ölüm oranları değişkenlerini negatif ve anlamlı olarak etkilediği, erkek ölüm oranı ile gayri safi yurtiçi hâsılayı ise pozitif ve anlamlı olarak etkilediği sonucuna varılmıştır. Granger nedensellik testi sonuçlarına göre ise bağımlı değişken ile diğer değişkenler arasında çift yönlü anlamlı bir ilişki olduğu sonucuna ulaşılmıştır.
In recent years, human capital has become an important factor in developing countries. Because health expenditure, which is one of the core components of human capital, is effective in economic growth. The BRICS countries, which are among the developing countries with today’s economic growth levels, are attracting attention to the rapidly growing economies. In this study, using the 1995-2014 period data, he examined the determiners of health expenditure of these countries that attract attention to their economic and social developments within the BRICS-T group, which includes Turkey. In the study, the determiners of the country’s health expenditure were analyzed using the Panel Vector Otoregressive (VAR) method. Panel System GMM approach estimated Panel VAR analysis results have found that the total health expenditure in the determined period of year has a negative and meaningful impact on the variables of ageing population and women’s mortality rates, and that the male mortality rate and non-clean domestic status have a positive and meaningful impact. According to the Granger causality test, there is a bilateral meaningful relationship between the dependent variable and other variables.

In this study, the determinants of the health expenditures of the countries are analyzed with the Panel Vector Autoregressive (VAR) method. According to the results of Panel VAR analysis using Panel System GMM approach, it has been concluded that total health expenditures in the year determined according to the results of Panel VAR analysis negatively and significantly affect the aging population and female mortality rates, while the male death rate and gross domestic product affect positively and significantly. According to the results of Granger causality test, there is a bi-direction relation between dependent variable and other variables.
