Bu araştırmada Suriyeli öğrencilerin ilköğretim okullarına dahil olmasıyla mevcut disiplin sorunlarında değişimlerin ve artışın olup olmadığına böyle bir durumla karşılaşılıyorsa bu disiplin problemlerinin çözüm yollarının neler olduğuna bu disiplin problemlerinin çözülebilmesi doğrultusunda mevzuatta ne gibi değişiklikler yapılması gerektiğine Suriyeli öğrencilerin eğitime entegrasyonu için önerilerinin neler olduğuna ilişkin yönetici görüşlerinin incelenmesi amaçlanmıştır. Araştırma, nitel bir çalışma olup olgubilim deseninde yürütülmüştür. Veri toplama aracı olarak araştırmacılar tarafından geliştirilen 5 maddelik yarı yapılandırılmış görüşme formu kullanılmıştır. Araştırmanın çalışma grubunu Kahramanmaraş ili Onikişubat ve Dulkadiroğlu Merkez İlçelerinde ilkokul ve ortaokul kademelerinde görevli 11 okul yöneticisi oluşturmaktadır. Okul yöneticileri ile yapılan görüşmelerden elde edilen veriler içerik analizi tekniği ile analiz edilmiştir. Araştırma sonucunda, Suriyeli öğrencilerin ilköğretim kademesine dahil olmasıyla birlikte disiplin sorunlarında değişim ve artışın olduğu ortaya çıkmıştır. Okullarda yaşanan disiplin sorunlarının şiddet kullanma, yalan söyleme, mala zarar verme, çeteleşme, madde kullanımı, yabancı olma durumunu kullanma, kız-erkek ilişkilerinde normalin dışında tutum ve davranış sergileme, izinsiz eşya kullanımı ve Türk öğrencilerin Suriyeli öğrencilerden olumsuz etkilenmeleri şeklinde ortaya çıktığı belirlenmiştir. Yöneticiler, disiplin sorunlarının çözümüne ilişkin olarak öğretmenlere yaptırım gücü sağlayacak mevzuat düzenlemeleri yapılabileceği, sınıflarda öğrenim gören Suriyeli öğrencilerin sayılarına göre öğretmenlere uygun ders programlarının oluşturulabileceği, araç gereç temin edilebileceği, daha uygun fiziki mekanların sağlanabileceği, Suriyeli öğrencilerin Türk eğitim sistemine entegrasyon sürecinin bir asimilasyon çalışması olmadığının Suriyeli ailelere anlatılması gerektiği ve Suriyeli öğrencilerdeki Türkçe’yi öğrenmeye karşı dirençlerinin kırılmasına dönük farkındalık çalışmalarının yapılabileceği önerilerini getirmişlerdir.
This research aims to identify whether there are changes and increases in the present disciplinary problems emerging due to the presence of Syrian students at primary schools; if any, what are the ways to solve these disciplinary problems; what changes should be made in the legislation in order to solve these disciplinary problems; what the school administrators’ views are on the recommendations about the integration of Syrian students into education. Having a qualitative research design, the research used a phenomenological design. A 5-item semi-structured interview form developed by the researchers was employed as a data collection tool. The working group of the research consisted of 11 school administrators working at primary and secondary schools located within Onikişubat and Dulkadiroğlu Central Districts of Kahramanmaraş. Content analysis technique was used during data analysis. Research findings revealed that the disciplinary problems encountered in schools changed and/or increased after the Syrian students were enrolled in the primary school. The disciplinary problems were identified as violence, lying, property damage, becoming a gang, drug use, Syrians’ use of being foreigners, abnormal attitudes in the relations between boys and girls, unauthorized use of goods and the negative effects of Syrian students on Turkish students. Based on the disciplinary problems, school administrators provided various recommendations such as making legislative arrangements that will provide sanctioning power to teachers, arranging teachers’ syllabus depending on the number of Syrian students, providing more tools and suitable physical spaces, informing the Syrian families about the fact that the integration of Syrian students into the system does not mean assimilation, and breaking Syrian students’ prejudices against Turkish.
