Türkiye’nin 1949 yılında İsrail devletini tanımasıyla başlayan Türkiye-İsrail ilişkileri, İsrail’in Ortadoğu’da barış ve istikrarı olumsuz etkileyen politikaları nedeniyle inişli çıkışlı bir seyir izlemekle birlikte 1990’ların başlarından itibaren ivme kazanmıştır. 1990’lar boyunca iki ülke ilişkileri özellikle 1996 yılında imzalanan bir dizi antlaşma ile hızlı bir gelişme göstermiş ve bu tarihten sonra ilişkiler askeri, diplomatik, siyasi, ekonomik ve istihbarî unsurları içeren çok boyutlu bir niteliğe sahip olmuştur. Takip eden yıllarda, özellikle 2000’lerde ekonomik ilişkiler dikkat çekici bir biçimde artmıştır. İki ülke arasında tesis edilmiş olan ekonomik ilişkilerin, özellikle 2010 ve sonrasında Türkiye-İsrail arasında yaşanan muhtelif politik gerilimlere rağmen siyasal krizlerden etkilenmeyecek biçimde devam ettiği gözlemlenmektedir. Çalışma, Türkiye’nin İsrail ile güçlü bir stratejik ittifak ilişkisi kurduğu dönem olan 1990’lı yıllar ile İsrail devletiyle birtakım siyasal krizler yaşadığı 2000’li yıllarda, değişmeyen bir dinamik olarak ekonominin üzerine durmaktadır. Bu bağlamda çalışmada, Türkiye-İsrail ilişkilerinde ekonomik rasyonalitenin belirleyiciliğinin her dönem ön planda olduğu, iki ülke arasındaki ticaret ve doğrudan yatırım ilişkilerinde yaşanan gelişmelerin siyasal konjonktürdeki dalgalanmalardan bağımsız kendi mecrasında etkinliğini sürdürdüğü ortaya konulmaktadır.
The Turkish-Israeli relations, which began with the recognition of the State of Israel in 1949, have gained impulses since the early 1990s, while watching a downward outward journey due to Israel’s policies that have a negative impact on peace and stability in the Middle East. During the 1990s, the relations of the two countries showed rapid development, especially with a series of treaties signed in 1996, and since that date the relations have had a multi-dimensional character including military, diplomatic, political, economic and intelligence elements. In the following years, especially in the 2000s, the desire for the development of economic relations of the business environments, if necessary, with the support of political will in this direction, economic relations have increased significantly. Turkey-Israel relations, starting with Turkey's recognition of Israel as a sovereign state in 1949, have gained momentum since the early 1990s despite being fluctuant because of Israel’s policies negatively affecting peace and stability in the Middle East. During the 1990s, the two countries’ relations developed rapidly with a series of agreements, especially signed in 1996, and since then the relations have been multidimensional, including military, diplomatic, political, economic, and intelligence. In the following years, especially in the 2000s economic relations have increased remarkably. It is observed that the economic relations established between the two countries continue to be influenced by the political crises, notwithstanding the various political tensions between Turkey and Israel, especially after 2010 and onwards. The study dwells on the economy as an unchanging dynamic in the 1990s, when Turkey was in a strong strategic alliance with Israel, and in the 2000s when Turkey was experiencing some political crises with Israeli government. In this context, it is revealed that the determinations of economic rationality in Turkey-Israel relations are preliminary in every period and that the developments in trade and direct investment relations between the two countries continue to be effective in their own course independent of the fluctuations in the political conjuncture.
