Bir toplumu değiştirmek ve o topluma yeni mükellefiyetler yüklemek, ancak o toplumun her türlü durumunu dikkate almakla mümkün olmaktadır. Kur’ân’ın nüzulünde de başta Müslümanlar olmak üzere muhatap toplumun seviyesi ve durumu dikkate alınmıştır. Bu yüzden Kur’ân, toptan bir anda değil, yirmi üç senede toplumun seviyesine, ihtiyacına, telakkisine ve terakkisine bağlı olarak peyderpey inmiştir. Böylece onlar, önceden benzerini görmedikleri bir kitapla bir anda baş başa kalmadıkları gibi bu nüzûl neticesinde peyderpey inen vahiy, risâlet devri boyunca onlarla adım adım yürümüştür. Bunun sonucu olarak ise inen vahiy onları hiçbir zaman yalnız bırakmamıştır.
