Türkiye’de öğretim programları sıklıkla yenilense de, araştırmalar öğretmenlerin programlara bağlı kalamadığını gösterdiğinden, neden hâlâ aşırı merkeziyetçi bir anlayışla program tasarladığımız tartışmaya değer bir konudur. Bu çalışmanın amacı eğitimde program kontrolü, öğretmen özerkliği ve program uyarlamaları arasındaki ilişkileri belirleyerek, öğretim programlarının öğretmenler tarafından benimsenmesi ve etkili bir şekilde uygulanmasını-uyarlanmasını sağlamaya yönelik öneriler geliştirmektir. İlgili uluslararası ve ulusal alanyazın birlikte değerlendirildiğinde merkezi sınavlarda başarıya odaklanan eğitim programları doğrultusunda öğretmenlerin programları harfiyen uygulamalarının beklendiği, özerkliklerinin oldukça sınırlandığı ve bunun sonucunda da programların nasıl ve niçin uyarlandığının arka plana düştüğü belirlenmiştir. Çalışmada bu ilişkilerin Türkiye’deki durumuna ilişkin kanıtlar tarihi, politik ve sosyo-kültürel temelleriyle ele alınarak, sıkça yenilenen programların kâğıt üstünde kalması ya da örtük uyarlamalar yapılmasını önlemek üzere bazı öneriler sunulmaktadır.

Although the teaching programs in Turkey are often renewed, research shows that teachers cannot stay attached to the programs, why it is still a topic worth discussing that we design the program with an extremely centralistic understanding. The aim of this study is to develop recommendations to ensure that the teaching programmes are adopted by teachers and effectively implemented and warned by determining the relationships between program control, teacher autonomy and program adjustments in education. When the relevant international and national scope is evaluated together, it is determined that according to the educational programs focused on success in the central exams, teachers are expected to practice the program literally, their autonomy is quite limited and, as a result, how and why the programs are adapted to the background. In the study, evidence of the situation of these relations in Turkey; discussing historical, political and socio-cultural foundations, some recommendations are presented to prevent frequently renewed programs from being on paper or covered adjustments.

Curriculum In The Claws Of Autonomy Against Centralism In Turkey: Issues and Suggestions

Although the curriculum is often renewed in Turkey, researches show that teachers cannot adhere to curriculum, but why we still design a program with a highly centralized understanding is worth discussing. The aim of this study is to identify the relationship between curriculum control, teacher autonomy and curriculum adaptation and to develop suggestions for the adoption of the curriculum in Turkey by the teachers and the effective implementation-adaptation of these. When the relevant international and national studies is evaluated together, success-oriented curriculum have focused on national exams, in which teachers are expected to fully implement the programs, their autonomy is highly limited, and as a result, how and why the curriculum are adapted fade into background. In the study, some suggestions are made to prevent the frequent renewed curriculum left on paper or implicit adaptations by taking into account the historical, political and socio-cultural considerations of the evidence of these relations in Turkey.
