1923 yılında cumhuriyet ilan edilen Türkiye’de, 1963 yılına kadar ciddi bir kalkınma planı ortaya konmamıştır. 1963 yılında 5 yıllık kalkınma planların olduğu bir dönem başlamıştır. Kalkınma planları, Türkiye’de ekonomik ve sosyal alanda gerçekleştirilecek büyümeyi gösteren temel politika belgeleridir. Bu belgeler içinde Türkiye’nin sosyal ve ekonomik gelişimine doğrudan katkı sağlayan turizme de yer verilmiştir. Buradan hareketle, bu çalışmada 11 kalkınma planında turizm başlığı altında yer alan veriler analiz edilmeye çalışılmıştır. Bu kapsamda 11 kalkınma planındaki turizm başlığı altındaki metinler kalkınma planlarından ayrılmıştır. Bu belgeler, içerik ve doküman analizi yapabilmek için nitel araştırma proğramı olan MAXODA’ya yüklenmiştir. Bu belgelerde yer alan veriler 2 ana tema ve 20 alt tema altında incelenmiştir. Analizler sonucunda kalkınma planlarındaki turizm başlıklı belgelere yönelik kodlar ve frekansları, kelime bulutları ve kodlar arası ilişkileri gösteren kavram ağları elde edilmiştir. Araştırma sonuçlarına bakıldığında, hedef cümlelerine daha fazla rastlandığı görülmüştür. Ayrıca, kalkınma planlarında mevzuat ve kurumlara yönelik daha fazla değerlendirmelerin olduğu tespit edilmiştir.
In Turkey, which was declared a republic in 1923, a serious development plan was not put forward until 1963. A period of 5-year development plans began in 1963. Development plans are the basic policy documents that show the economic and social growth to be realized in Turkey. Tourism, which directly contributes to the social and economic development of Turkey, is also included in these documents. From this point of view, in this study, the data under the title of tourism in 11 development plans were analyzed. In this context, the texts under the tourism title in 11 development plans were separated from the development plans. These documents were uploaded to MAXQDA 2020, a qualitative research program, in order to be able to analyze content and documents. The data contained in these documents were analyzed under 2 main themes and 20 sub-themes. As a result of the analyses, the codes and frequencies, word clouds and concept networks showing the relations between the codes were obtained for the documents titled tourism in the development plans. Looking at the results of the research, it was seen that the target sentences were more common. In addition, it has been determined that there are more evaluations of legislation and institutions in development plans.
