Abstract:

Program geliştirmenin en önemli aşamalarından biri hazırlanan ve uygulanan programların değerlendirilmesidir. Bu çalışmanın amacı program değerlendirme sürecinde karşılaşılan sorunları tartışmaktır. Program değerlendirme sürecinde etkili değerlendirmeler yapılmasını engelleyen, amacın, değerlerin, hangi faktörlerin dikkate alınacağının belirlenmesi, bu faktörlerin nasıl kontrol altında tutulacağı, önyargının kontrolü, kullanılacak değerlendirme türü ve veri toplama araçları ile ilgili sorunlar bulunmaktadır. Bu çalışmada bu sorunlar ilgili literatüre bağlı olarak incelenmiştir.
