Bu çalışmanın amacı, II. Meşrutiyet’in ilanından sonra kurulan meclis içerisinde ve sonraki yıllarda ülke siyasetinde oldukça aktif bir şekilde rol alan İttihat ve Terakki Cemiyeti’nin bir siyasi parti olup olmadığını siyasi parti tanımı, parti tipolojileri ve kurumsallaşma ölçütleri çerçevesinde ortaya koymaktır. Osmanlı’da muhalif seslerin giderek yükseldiği bir dönemde bir grup Askeri Tıbbiye öğrencisi tarafından meşrutiyeti yeniden ilan etmek amacıyla gizli bir örgüt olarak kurulan İttihat ve Terakki Cemiyeti, taşıdığı değerler ve izlediği politikalarla Türk siyasi tarihinde önemli bir yer edinmiştir. Çalışmada öncelikli olarak cemiyetin tarihsel süreci ele alınmış daha sonra siyasi parti tanımına uygunluğu, ileri sürülen parti tipolojilerine ve kurumsallaşma ölçütlerine ne ölçüde uyum sağladığı örneklerle açıklanmaya çalışılmıştır. Bunun için literatür taraması tekniği kullanılmış aynı dönemde faaliyet gösteren siyasi oluşumlarla karşılaştırmalara yer verilmiştir. İttihat ve Terakki Cemiyeti siyasi parti tanımı, parti tipolojileri ve kurumsallaşma ölçütleriyle değerlendirildiğinde cemiyetin siyasi parti tanımına uygunluk gösterdiği, belli parti tipolojilerine uygun bir yapıya sahip olduğu ve kurumsallaşma ölçütlerinin büyük bir bölümünü karşıladığı ortaya konulmuştur.
The purpose of this work is II. The legislation established after the announcement of the legitimacy and in the following years of the country’s political activity is to reveal whether the Alliance and Terakki Society is a political party within the framework of the political party definition, party typologies and institutionalization criteria. In a period in which opposition voices are increasingly rising in Ottoman, the Alliance and Terakki Society, which was established as a secret organization with the aim of re-proclaiming legitimacy by a group of military medical students, has gained an important place in the Turkish political history with its values and policies. The study first discussed the historical process of the community; then it was attempted to explain the suitability to the definition of the political party, with examples of the extent to which it adhered to the advanced party typologies and corporation standards. For this purpose, the literary scan technique was used; comparisons were placed with political formations that operated in the same period. When the political party definition, party typologies and corporation standards are assessed, it is revealed that the community is in accordance with the political party definition, has a structure in accordance with certain party typologies, and that it meets a large part of the corporation standards.
