Abstract:

The phenomenon of globalization has led to an increase in the importance of global public goods in public spending. The provision of food security to global public goods and services where the benefits and damages are felt globally, where there is no competition and exclusion, the effects of epidemic diseases and health services can be given an example. Food security is defined as health services and care that enable all people to always have physical, social and economic access to food, to be safe in sufficient quantity and quality to meet their nutritional needs and food preferences, and to be supported by adequate hygiene environment, allowing to live a healthy and active life. Many people around the world are already inadequate for a variety of reasons, including climate, economic and political factors. Unfortunately, at times of crisis, as in COVID-19, food insecurity becomes more acute. It requires urgent intervention to alleviate the negative effects on individuals’ access to food. Being aware of this, different short and long-term measures are needed to solve many problems. However, it is important to remember that food insecurity is a result of past food policies that were badly managed and that governments should develop food policies for the future in this direction. This study will try to include policy recommendations by evaluating the problems that the worldwide COVID-19 epidemic may create in the context of food security.
