On yedinci yüzyıldan itibaren Osmanlı İmparatorluğu’nun Batı karşısındaki eski gücünü kaybetmeye başlaması, devlet idarecilerini birtakım çareler aramaya zorlamıştır. Bu dönemde yapılmak istenenler devlet idaresinde köklü değişikliklere gitmek yerine, devleti Kanunî devrindeki gücüne kavuşturmaya çalışmak olmuştur. Fakat toprak kayıplarının devam etmesi ve devlet nizamının hızla bozulması daha ciddi adımların atılması zaruretini doğurmuştur.

From the 17th century, the Ottoman Empire began to lose its old power against the West, forcing the governors to seek a number of means. Instead of going to root changes in the government administration, it was to try to get the power in the legislative era.
