Tüm Dünya’da olduğu gibi Türkiye’de de yaşanan iş kazaları gerek sosyal gerekse ekonomik olarak toplumları olumsuz yönde etkilemektedir. Türkiye’de 2012 yılında yürürlüğe giren 6331 sayılı İş Sağlığı ve Güvenliği Kanunu mevzuattaki konuyla ilgili önemli bir boşluğu doldurmuş ancak sonraki süreçte ülkedeki iş kazaları sayıları katlanarak artmaya devam etmiştir. Bu durumun temel sebebi ise gerçekte yaşanan iş kazalarının istatistiklere tam olarak yansımaması nedeniyle hayata geçirilen politikaların yetersiz kalmasıdır. Benzer durum kayıt dışı istihdamın en fazla olduğu inşaat sektöründe de görülmektedir. İnşaat sektörü; iş kazalarının ve iş kazası sonucu ölümlerin bilinen genel önlemlerle istenilen seviyede indirilemediği ana iş kollarının başında gelmektedir. Türk inşaat sektöründe yaşanan iş kazalarını ve iş kazaları sonucu ölümleri azaltılabilecek yenilikçi politikaların inşa edilebilmesi için öncelikli olarak sektörde mevcut durumun doğru parametreler kullanılarak analiz edilmesi gerekmektedir. Bu çalışmada inşaat sektöründe 2011-2020 yılları arasında yaşanan iş kazaları ve iş kazası sonucu ölümler, sektördeki işyeri, istihdam ve ekonomik büyüme verileri kullanılarak analiz edilecek ve değerlendirilecektir.
Work accidents in Turkey, as in the whole world, have a negative impact on socially and economically. The 6331 Law on Occupational Health and Safety, which entered into force in 2012, has filled a significant gap on the issue in the legislation, but in the subsequent process the number of work accidents in the country has continued to increase by doubling. The main reason for this situation is the lack of implemented policies due to the fact that the work accidents are not fully reflected in the statistics. The same situation is seen in the construction sector where the unregistered employment is the largest. The construction sector is at the forefront of the main business arms where work accidents and work accidents resulting from deaths cannot be lowered to the desired level by known general measures. In order to build innovative policies that can reduce work accidents and work accidents resulting in the Turkish construction sector, it is necessary to first analyze the current situation in the sector using the correct parameters. The study will analyze and evaluate work accidents and deaths resulting from work accidents in the construction sector between 2011 and 2020 using workplace, employment and economic growth data in the sector.
