Kamu idareleri açısından genel olarak stratejik plan yapma zorunluluğu 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile getirilmiştir. Bunun yanında 2005 yılında yürürlüğe giren 5393 sayılı Belediye Kanunu’nun 41. maddesi de nüfusu 50.000’in üzerinde olan belediyeler için stratejik plan yapma ve faaliyetlerini bu plana göre yürütme yükümlülüğü getirmiştir. Ayrıca stratejik planlama çalışmalarının ortak bir anlayışla yürütülmesini sağlamak üzere, “Kamu İdarelerinde Stratejik Planlamaya İlişkin Usul ve Esaslar Hakkında Yönetmelik (2006, 2018)” çıkarılmıştır. 5393 sayılı Kanunun 41. maddesine göre belediyelerin “mahallî idareler genel seçimlerinden itibaren altı ay içinde” stratejik planlarını hazırlamaları gerekmektedir. Belediyelerin stratejik planları belediye meclisi tarafından kabul edilmekte ve bir örneği de merkezi yönetime (Strateji ve Bütçe Başkanlığına) gönderilmektedir. Mevzuat gereği stratejik planların ilgili idare tarafından hazırlanması gerekir. Ancak uygulamada stratejik planlama faaliyetlerinde belediyelerin zorlandığı ve farklı çözüm arayışına (fiilen stratejik planları özel sektör kuruluşlarına yaptırma gibi) girdikleri gözlemlenmektedir. Bu konuda belediyelere destek sağlamak amacıyla Strateji ve Bütçe Başkanlığı tarafından 2018 yılında “Belediyeler İçin Stratejik Planlama Rehberi” yayımlanmıştır. Bu çalışmada 6360 sayılı Kanun ile kurulan iki büyükşehir belediyesinin 2015-2019 yılları stratejik planları karşılaştırmalı olarak incelenmektedir. Anılan dönem stratejik planları her iki büyükşehir belediyesinin ilk stratejik planıdır. Karşılaştırmalı inceleme, her iki büyükşehir belediyesinin teşkilat yapısı ve plan hazırlama yöntemi hakkında genel bilgi verildikten sonra misyon, vizyon, temel değerler ve stratejik amaçlar bağlamında yapılmaktadır. Çalışma her iki büyükşehir belediyesinin 2015-2019 yılı stratejik planları esas alınarak yapılmış, bunun yanında ilgili mevzuat ve literatür bilgisinden de yararlanılmıştır
In general, the obligation to make a strategic plan for the public administration has been introduced by Public Financial Management and Control Act No. 5018. In addition, Article 41 of the Municipal Law No. 5393, which came into force in 2005, also imposed the obligation to make a strategic plan for municipalities with a population of over 50,000 and to carry out their activities in accordance with this plan. In addition, to ensure that strategic planning work is carried out with a common understanding, the "Regulations on the Procedures and Principles of Strategic Planning in Public Administrations (2006, 2018)" was drafted. According to Article 41 of the Law No. 5393, the municipalities must prepare their strategic plans "in six months from the general elections." The strategic plans of the municipalities are approved by the municipal council and an example is also sent to the central administration (Strategy and Budget President). The strategic plans must be prepared by the relevant management. However, it is observed in the practice that the municipalities are challenged in their strategic planning activities and are looking for different solutions (such as filing strategic plans to private sector organizations). In 2018, the Strategy and Budget Directorate published a "Strategic Planning Guide for Municipalities" in order to provide support to the municipalities. In this study, the strategic plans of the two metropolitan municipalities established by Law No. 6360 for the years 2015-2019 are comparatively examined. The strategic plans are the first strategic plans of the two major municipalities. The comparative review is carried out in the context of mission, vision, basic values and strategic objectives, after general information on the organizational structure and method of preparation of the two metropolitan municipalities is provided. The study was carried out on the basis of the strategic plans of the two metropolitan municipalities for 2015-2019, in addition to the relevant legislation and literary knowledge.

In this study, 2015-2019 strategic plans of two metropolitan municipalities that established by Law No. 6360 are examined comparatively. The strategic plans of the period stated above are the first strategic plans of both metropolitan municipalities. The comparative analysis is carried out in the context of vision, core values and strategic objectives after presenting general information about organizational structure and plan preparation method of both metropolitan municipalities. The study is carried out based on the 2015-2019 strategic plans of both metropolitan municipalities, as well as the related legislation and literature is utilized.
