3 Temmuz 1919 günü “Üçüncü Ordu Müfettişi” olarak Erzurum’a gelen Mustafa Kemal Paşa, şehrin Telgrafhanesinde, "makine başında” 8 Temmuz 1919 Sah gecesi, saat 22.50’de Harbiye Nâzırlığı’na ve saat 23.00’de Dolmabahçe Sarayı’ndaki “Mabeyni Hümâyûn” Başkâtipliği vasıtasıyla Padişah’a yazdığı telgrafın sonunda, vazifesinden ve askerlikten istifasını bildirmişti. Ertesi 9 Temmuz Çarşamba günü, artık “sivil” sayılan Mustafa Kemal Paşa, el yazısıyla Erzurum Valiliği’ne verdiği ve XV. Kolordu Matbaasında bastırarak çoğalttığı “Beyanname”siyle, Ordu Müfettişliği vazifesinden ve Askerlik’ten istifa ederek, “bundan sonra, gaye-i mukaddese-i milliyemiz için, her türlü fedakârlıkla çalışmak üzere, sîne-i millette bir ferdi mücâhid suretiyle bulunmakta olduğu”nu bildiriyordu.
