Geçmişi Bilmek Bugünü Anlamak Geleceği Planlamak ve Yönetmek

Abstract:

Günümüzde modern çağın gereksinimlerinin teknolojik olarak karşılanmasının yanında geleceğe yönelik belirsizliklerin kontrol edilmesi ve değişim yönetiminin uygulanması zorunluluk hâline gelmiştir. Geleceği geçmişten bağımsız olarak düşünmek gerçekçi bir yaklaşım değildir. Geleceği ön görebilmek için geçmişi ve günümüzü çok iyi bilmek gerekir. Geleceği planlarken, geçmişte ve bugün yaşadığımız gelişme ve değişimin yarına şekil verdiği unutulmamalıdır. Gelecekte oluşacak şartları en iyi tahmin yeteneğine sahip devletler, değişime en kolay şekilde uyum sağlayabilen ve etkenleri kontrol edebilen organizasyonlara sahip olan devletler olacaktır. Özellikle stratejik yönetim ve planlama kavramlarına, yönetim alanında yapılan çalışmalarda sıkça rastlanır olması stratejik yönetim açısından önemli bir teknik olan senaryo analizi ve senaryo planlama çalışmalarına da ihtiyacı doğurmuştur. Stratejik planlama aslında geçmişi bilerek, bugünü anlayarak, geleceği ön görmek ile ilgilidir. Startejik planlama, bilgileri değerlendirerek geleceği anlamaya çalışır. Gelecek sadece tahmin edildiği için gerçekleşmez. Doğru ve güvenilir bilgilere ihtiyaç vardır. Gelişmelerin doğru analiz edilmesini sağlayan doğru bilgi, tecrübe ve iradedir. Geleceği belirleyen faktörler çok değişkendir. Bir faktörde yaşanan değişimler birden fazla gelişmelere etki edebilir. Sayısız olasılık ve belirsizliği içeren geleceği tahmin etmek ve bu tahminleri yönetebilmek önemli bir sorunsaldır. Yakın veya uzak gelecekte olabilecekleri ön görebilmenin yönetimlere katacağı güç küresel ve bölgesel değişimlerde sağlayacağı katkı önemlidir.Bu nedenle Geleceği anlamak insanların yeryüzüne geldikleri günden bugüne en temel arayışlarından birisi olmuştur. Stratejistlerin görevi, geçmişi bilerek günümüzdeki olayları anlayarak gelecekle ilgili tahminlerde bulunmak, geleceği planlayacak kişi ve kurumları muhtemel olaylar hakkında doğru bilgileri sunmaktır. Geleceğe yönelik belirsizliklerin, bilgi ve tecrübeleri kullanarak bilimsel metotlarla desteklenen sistematik bir bakış açısı ile değerlendirilmektir. II. Dünya Savaşı öncesi dönemde insanlar, ülkelerinin bir savaşa girip girmeyeceği konusunda belirsizlik yaşarken, 1945’li yıllardan itibaren insanlar, bir sonraki savaşta hangi silahların kullanılacağı belirsizliğini de yaşıyorlardı. 1950’li yıllarda, değişimin hızının önceki yüzyıllardan yaklaşık olarak 50 kat fazla olduğu ve bir insanın ne orandaki değişimi kal­dırabileceği bilim insanları tarafından tartışılmaya başlandı. Belirsizliğin ivmesi daha da arttı. Makalemizin amacı da her gün yeni gelişmelerin yaşandığı, küresel güç mücadelesinin bütün acımasızlığı ile devam ettiği dünyamızda daha önemli bir konuma gelen stratejik yönetim, stratejik planlama, senaryo analizi ve senaryo yöntemi hakkında bilgi sunmaktır.

Nowadays, in addition to the technological satisfaction of the needs of the modern age, the control of uncertainty towards the future and the implementation of change management has become a necessity. Thinking about the future independently of the past is not a realistic approach. You need to know the past and the present very well in order to see the future. When planning for the future, it should not be forgotten that the evolution and change we live in the past and today have shaped for tomorrow. The states with the best ability to predict the conditions that will occur in the future will be the states with the organizations that can adapt to change the easiest and control the factors. Specifically, the strategic management and planning concepts, which are often found in the work in the field of management, have also created the need for scenario analysis and scenario planning work, which is an important technique in terms of strategic management. Strategic planning is actually about seeing the past, understanding the present, and seeing the future in front. Strategic planning tries to understand the future by evaluating information. The future does not happen just because it is predicted. We need accurate and reliable information. It is the right knowledge, experience and will that allows the progress to be properly analyzed. The factors that determine the future are very variable. Changes in one factor can affect several developments. Predicting the future with countless possibilities and uncertainty and being able to manage these predictions is an important problem. It is important that the power of the vision that they may be in the near or distant future will contribute to the governments in global and regional changes.Therefore, understanding the future has been one of the most fundamental aspirations of people since they arrived on Earth. The task of strategists is to make forecasts about the future, knowing the past and understanding the events of today, and to provide the persons and institutions to plan the future with the right information about the possible events. It is to evaluate uncertainty about the future by a systematic perspective supported by scientific methods using knowledge and experience. and II. While people were uncertain about whether their countries would enter a war in the pre-World War period, since the 1945s, people were uncertain about what weapons would be used in the next war. In the 1950s, the rate of change was about 50 times greater than the previous centuries, and the percentage of change that a human being could tolerate began to be discussed by scientists. The incidence of uncertainty increased. The purpose of our article is to provide information about strategic management, strategic planning, scenario analysis and scenario methods that are becoming more important in our world where new developments are taking place every day, with all the cruelty of the global power struggle continues.

It is the right information, experience and will to ensure the correct analysis of the developments. The factors that determine the future are very variable. Changes in one factor may affect multiple developments. Predicting the future with numerous possibilities and uncertainties and managing these estimates is an important problem. It is important to make a contribution to the global and regional changes in the power that can be anticipated in the near or distant future. For this reason, understanding the future has been one of the most basic search for people since the day they came to earth. The task of strategists, knowing the past, to make predictions about the future by understanding the events of the past, to plan the future people and institutions to provide the right information about the possible events. To be evaluated with a systematic perspective supported by scientific methods by using uncertainties, knowledge and experience. In the period before World War II people were uncertain as to whether their country would enter into a war, and since the 1945s, people were living in uncertainty about which weapons to use in the next war. In the 1950s, scientists began to argue that the rate of change was approximately 50 times higher than in previous centuries, and how much a person could change the change. The momentum of uncertainty increased. The aim of our article is to present information about strategic management, strategic planning, scenario analysis and scenario method which are more important in our world where new developments are experienced every day and global power struggle continues with all the ruthlessness
