Abstract:

Katılımcı demokrasi, kamusal hizmetlerin arzında ve kamuda karar verme süreçlerinde vatandaşların da katılımını esas alan bir anlayıştır. Katılımcı demokrasinin bütçe hakkı bağlamında uygulanabilmesi katılımcı bütçeleme sisteminin etkin bir şekilde uygulanmasına bağlıdır. Katılımcı bütçeleme özünde yurttaşlarla onların temsilcilerinin demokratik işbirliğini zorunlu kılmaktadır. İyi yönetişim ilkeleri gereği demokratik katılımın sağlanmasında temel sorumluluk ister seçilmiş isterse atanmış olsun yöneticilere düşmektedir. Bu bakımdan yapılan araştırmanın amacı, yerel düzeyde katılımcı bütçeleme anlayışının uygulanmasında yöneticilerin tutum ve davranışlarının ne derece önemli olduğuna dikkat çekmektir. Çalışmada Bandırma ve Çanakkale belediyelerindeki yöneticilerin katılımcı bütçelemeye ilişkin tutum ve algıları belirlenmiştir. Araştırma verileri anket tekniği ile toplanmıştır. Yarı yapılandırılmış anket formu iki bölümden oluşmaktadır: Birinci bölümde araştırma modelini test etmek üzere hazırlanan ifadeler, ikinci bölümde ise araştırmadaki bağımlı ve bağımsız değişkenlerin sosyo-demografik özelliklerini incelemeye yönelik sorular yer almaktadır. Araştırma sonucunda elde edilen verilerle katılımcı bütçelemeye ilişkin hem kuramsal bir model oluşturulmuş hem de uygulamadaki sorunlara yönelik tüm belediyeler için geçerli olabilecek çözüm önerileri ortaya konulmuştur. Ayrıca, katılımcı bütçelemenin uygulanabilirliğinin yöneticilerin tutum ve davranışlarına göre değişiklik göstereceği araştırmanın en önemli çıktısıdır.

Abstract:

Participating democracy is a understanding that is based on the participation of citizens in the provision of public services and in the public decision-making processes. The possibility of participating democracy in the context of the budgetary right depends on the effective implementation of the participating budgetary system. Participant budgeting makes democratic cooperation with citizens and their representatives mandatory. According to the principles of good governance, the fundamental responsibility for ensuring democratic participation lies to the governors whether elected or appointed. In this regard, the research is aimed at highlighting the importance of managers’ attitudes and behaviors in the implementation of the participating budgeting concept at the local level. The study determined the attitudes and perceptions of the governors in Bandırma and Çanakkale municipalities regarding the participating budgeting. The research data is collected through the survey technique. The semi-configured survey form consists of two sections: the first section includes the statements prepared to test the research model, and the second section includes the questions aimed at examining the socio-demographic characteristics of dependent and independent variables in the research. The results of the research showed that a theoretical model of participating budgeting has been created and proposals for solutions that may apply to all municipalities with problems in practice. Furthermore, the most important outcome of the research is that the applicability of the participating budgeting will vary according to managers’ attitudes and behaviors.

Participatory democracy is an approach based on the participation of citizens in the supply of public services and in decision-making processes in the public sector. The implementation of the participatory democracy in accordance with the budget right principle is dependent on the effective implementation of the participatory budgeting system. Participatory budgeting essentially requires democratic co-operation of citizens and their representatives. In this respect, the attitudes and behaviors of managers in the participatory budget approach at the local level become important. Therefore, the main purpose of the study is to emphasize the importance of managers' attitudes and behaviors in implementing participatory budgeting at local level. In the study, the attitudes and perceptions of the administrators of Bandırma and Çanakkale municipalities on the participatory budget were researched. Survey data were gathered by questionnaire technique. The semi-structured questionnaire consists of two parts: In the first part, the statements prepared to test the research model and in the second part questions about the socio-demographic characteristics of the dependent and independent variables in the study were included. As a result of the research, both a theoretical model of participatory budgeting will be tried to be achieved and a solution proposal which can be applied to all municipalities for the problems in implementation will be presented. The most important result of the research is that the applicability of participatory budgeting will vary according to the attitudes and behaviors of the managers.
