TÜRKİYE'NİN DEMOGRAFİK FIRSAT PENCERESİ: DARALAN FIRSAT DÖNEMİNİN İSTİHDAM BOYUTUYLA BİR ANALİZİ

Abstract:

Çalışma çağındaki nüfusun, genç ve yaşlı nüfusun toplamını aştığı bir dönemi ifade eden demografik fırsat penceresi, uygun politikaların yürütüldüğü taktirde önemli fırsatlar taşıyan demografik bir süreçtir. İstihdam temelli değerlendirildiğinde, bu süreci yönetmek için uygun politikalar, işgücü arzını ve istihdam fırsatlarını artırmak, eğitimli ve nitelikli bir işgücü yaratmak, işgücü verimliliğini artırmak olacaktır. Bu süreci halihazırda deneyimleyen Türkiye için pencerenin açıklığı giderek kapanmaktadır. Yapılabilenler ve yapılamayanlarla, hatta yapılabileceklerle bu sürecin doğru değerlendirilmesi, ekonomik kalkınma için kilit bir rol üstlenebilir. Bu çalışmada literatür ve istihdama ilişkin veriler ışığında Türkiye’de demografik fırsat döneminin bir fotoğrafının verilmesi amaçlanmış ve daralan süreçte yapılması gerekenlere odaklanılmıştır.

Abstract:

The demographic opportunity window, which represents a period in which the population in the working age exceeds the total population of young and elderly, is a demographic process that offers significant opportunities when appropriate policies are carried out. When employment is assessed on the basis, the appropriate policies to manage this process will be to increase the supply of labour and employment opportunities, to create an educated and qualified labour force, to increase the efficiency of labour. The opening of the window for Turkey that is already experiencing this process is increasingly closed. The correct assessment of this process with what can and cannot be done, and even what can be done, can play a key role for economic development. In this study, in light of data related to literature and employment, a photo of the demographic opportunity period in Turkey was intended and focused on what should be done in a narrow process.

The demographic window of opportunity, which represents a period in which the working-age population exceeds the sum of the young and old population, is a demographic process with significant opportunities if appropriate policies are implemented. When evaluated on an employment basis, the appropriate policies to manage this process will be to increase labor supply and employment opportunities, to create an educated and qualified workforce, and to increase labor productivity. The window is gradually closing for Turkey, which is already experiencing this process. Accurate evaluation of this process with what can and cannot be done, and even what can be done, can play a key role for economic development. In this study, it is aimed to give a picture of the demographic opportunity period in Turkey in the light of literature and data on employment, and focused on what needs to be done in the shrinking process.
