Karadağ’da ilk Osmanlı idaresi Fatih döneminde oluşturuldu. Bölgede Osmanlı idaresi uzun süre devam etti. 1878’de Berlin Kongresi’nde Karadağ, bağımsız bir devlet oldu. Bu dönemden itibaren Karadağ, topraklarını genişletmeye başladı. Karadağ’ın bu politikasından dolayı Müslüman halk, bölgeyi terk etmek zorunda kaldı. XIX. yüzyıl ile birlikte Osmanlı Devleti’nde çeşitli isyanlar meydana gelmeye başladı. Bu isyanlar Osmanlı’nın Balkanlardaki etkisini zayıflattı. XIX. yüzyılın ortalarından itibaren Osmanlı Devleti’ne karşı çeşitli faaliyetler içerisinde bulunanlar çoğunlukla Karadağ’a firar ettiler. Osmanlı Devleti’ne isyan eden kişiler Karadağ tarafından çeşitli şekillerde destek gördü. Firariler ve bazı Karadağlılar tarafından Osmanlı sınırlarına birçok saldırı düzenlendi. Bu dönemde Karadağ, Osmanlı Devleti’nin dostuymuş gibi görünmeye çalışsa da Osmanlı Devleti’nin aleyhine çalıştı. Hersek İsyanı’nda ve Malisor Ayaklanmaları gibi olaylarda Karadağ’ın asilere destekleri devam etti. Bu dönemde Rusya gibi devletler de Karadağ’ı, çıkarları doğrultusunda Osmanlı Devleti aleyhine teşvik etti. Osmanlı Devleti’nde özellikle de Balkanlarda gerçekleştirilen firar olayları, I. Balkan Savaşı’nın çıkmasından hemen önce yoğunlaşmaya başladı ve daha sonra savaş sırasında da Osmanlı Devleti’nin uğraştığı konulardan biri haline geldi. Çalışmada Balkan Savaşları öncesinde Karadağ’ın Osmanlı Devleti aleyhindeki faaliyetlerini ortaya koymak ve firarilerin Karadağ tarafından nasıl desteklendiklerini belirlemek hedeflenmiştir. Aynı zamanda bu tür faaliyetlerin Osmanlı Devleti ile Karadağ arasındaki ilişkiler açısından ne gibi sonuçlarının olduğunu ortaya koymak amaçlanmıştır.
The first Ottoman administration in Montenegro was created during the reign of Fatih. Ottoman rule in the region continued for a long time. Montenegro became an independent state at the Congress of Berlin in 1878. From this period, Montenegro began to expand its territory. Due to this policy of Montenegro, the Muslim people had to leave the region. With the XIX. century, various rebellions began to occur in the Ottoman Empire. These rebellions weakened the influence of the Ottomans in the Balkans. Since the middle of the nineteenth century, those who were involved in various activities against the Ottoman Empire mostly escaped to Montenegro. Those who rebelled against the Ottoman Empire were supported by Montenegro in various ways. Many attacks were carried out on the Ottoman borders by deserters and some Montenegrins. In this period, although Montenegro seemed to be a friend of the Ottoman Empire, it worked against the Ottoman Empire. Montenegro's support to the rebels continued in the Herzegovina Revolt and the Malisor Revolts. In this period, states such as Russia encouraged Montenegro against the Ottoman Empire for their interests. The desertion events in the Ottoman Empire, especially in the Balkans, started to intensify just before the start of the Balkan Wars and were among the issues that the Ottoman Empire dealt with during the war. In this study, it is aimed to reveal the activities of Montenegro against the Ottoman Empire before the Balkan Wars and to determine how the fugitives were supported by Montenegro. At the same time, it is aimed to reveal the consequences of such activities in terms of relations between the Ottoman Empire and Montenegro.
