Abstract:

The public administration is struggling to get the lowest levels of life and property losses that will occur as a result of disasters. The first of these struggles is catastrophic management and crisis management. The human factor is the public employee, which is the producer of public services, as well as the most important part of crisis management in the context of citizens. Societies create catastrophic management systems considering catastrophic controls. At this point, there must be an effective catastrophic management system for catastrophic damages to have a minimum impact on society. This study primarily describes the relationship between catastrophe and crisis by providing a conceptual framework on catastrophe and crisis. A number of conclusions have been obtained through deep interviews with the authorities of the public institutions and organizations that experience disasters and crises in the province of Konya.
