Osmanlı toplumunu meydana getiren en önemli unsurlardan biri de hiç şüphesiz yaylak ve kışlakları arasında yarı-göçebe bir hayat yaşayan konar-göçerlerdir. Arşiv belgelerinde aşiret, cemaat, oymak gibi isimlerle geçen konar-göçerler, yaşadıkları hayat tarzına göre mevsimden mevsime yaylak ve kışlakları arasında sürekli olarak hareket etmektedirler.
