Küresel iklim değişikliği, günümüzde dünyanın karşı karşıya kaldığı en ciddi sorunlardan biridir. Bu sorun iş birliği içinde harekete geçilmediği sürece artarak devam edecek ve gelecekte oldukça ciddi sonuçlar yaratabilecektir. Önemli uyarı ve bilimsel kanıtlara rağmen devletlerin somut adım atmayarak iklim değişikliği sorununa farklı çıkar ve beklentilerle bakmaları süreci zorlaştırmaktadır. Amerika Birleşik Devletleri de iklim değişikliği mücadelesinde oldukça kararsız bir süreç yürütmekte ve konuyu politika malzemesi haline getirmektedir. Değişen başkanlık dönemlerinde yönetimlerin konuya her zaman birbirlerinden farklı çerçeveden baktıkları ve bu sorunun küresel ve ciddi bir sorun olarak ana gündemde tutulmadığı görülmüştür. 2001 yılında yönetime gelen George W. Bush iklim değişikliği sorununu çok önemli görmemiş ve ülke Barack H. Obama dönemine kadar küresel ısınma sorununa mesafeli yaklaşmıştır. Obama dönemi tam anlamıyla ABD’nin iklim değişikliğiyle mücadelede başarılı olduğu dönem olmuştur. Fakat 2016’da yönetime gelen Donald Trump, Obama’nın iklim politikalarının tam tersi bir tutum sergileyerek ABD’yi yeniden sorumluluk almaktan kaçınan bir ülke konumuna getirmiştir. 2020’de başkanlık seçimini kazanan Biden ise göreve başlayalı çok kısa bir süre olmasına rağmen Trump dönemindeki tahribatı onarmaya çalışmış ve ülkeyi yeniden iklim mücadelesine dahil etmeye başlamıştır. Bu çalışmada iklim değişikliğine en fazla sebebiyet veren ülkelerden biri olan ABD’nin 2001 döneminden başlayarak 2021 dönemine kadar uzanan süreçte yönetime gelen başkanlarının konuya dair yaklaşımları ortaya konulmuştur. Çalışmanın son bölümünde ise ABD’nin küresel iklim değişikliği mücadelesinde neden olmazsa olmaz bir ülke olduğu değerlendirilmiştir.
Global climate change is one of the greatest crises that our world has ever faced. Without a global action plan, the effect of this crisis is prone to cause far greater tragedies soon. Despite the warnings from scientists, states lack to embrace responsibilities against climate change due to different policy-wise gains and aggravate the situation. Meanwhile, the struggle against climate change has become highly politicized in the US and Washington continues to lack a rigid policy agenda. Different presidential administrations attained different conceptions of the crisis and abstained to identify the issue as a global and existential threat. While the Bush Administration, which took the office in 2001, ignored the climate change crisis, his successor Barack H. Obama introduced a new policy trend. Eventually, during the Obama administration, the US has witnessed its most successful era in terms of its struggle against climate change. However, after taking over the office in 2016, the Trump administration redundant reversed the commitments pledged by the US against the climate crisis and readopted an ambiguous policy agenda. On the other hand, although Mr. Biden became the 46th president of the US less than a year ago, his administration has put a great effort to compensate for the damage given during the Trump era and re-incorporated Washington into the struggle given against climate change. This study aims to present the policy trends of the US presidents who took over the office between 2001 and 2020. Finally, the study concludes with an assessment of why the US is essential for the struggle against climate change, although it is one of the countries which expedites the damages of the crisis.
