İnsanoğlu, var olduğu andan itibaren bulunduğu çevreyi anlamlandırma ve yönetme ihtiyacı hissetmiştir. Anlamlandırma ihtiyacı, beraberinde sanat mefhumunu meydana getirirken yönetme ihtiyacı ise iktidar mefhumunun oluşmasına ve gelişmesine sebep olmuştur. Yüzyıllar boyu her iki kavram da toplumsal yaşam içerisinde üretilmektedir. Her ne kadar sanatın doğrudan toplumu biçimlendirmek gibi bir amacı olmasa da sanat, toplumsal yapının belirleyicilerindendir. Öyle ki iktidarlar sanatı, sahip oldukları ideolojinin bir telkin mecrası olarak görürler. Bu yüzden edebî eser ve yaratıcısı gerek kültürel gerekse de ideolojik olarak toplumu biçimlendirme görevi de üstlenir. İktidarın oluşturmak istediği sanat kanonun aksinde eser veren sanatçı ise yaptırıma maruz kalabilmektedir. Bu çerçeve doğrultusunda çalışmada Cahit Saffet Irgat’ın “Porda” şiiri örneği üzerinden dönemin iktidarının sanata yaklaşımı ve iktidarın sanat anlayışının aksinde eser veren sanatçıya yönelik yaptırımları ortaya konmaya çalışılmıştır.

Human beings have felt the need to make sense of and manage their environment from the moment they exist. The need to make sense brings together the concept of art; the need to govern has led to the formation and development of the concept of power. Bot concepts have been produced in social life for centuries. Although art does not aim to directly shape society, art is one of the determinants of social structure. So that the powers see art as a suggestion channel of their ideology. Therefore, the literary work and its creator also takes on the duty of shaping the society both culturally and ideologically. The art that the government wants to create can be subject to enforcement in contrast to Canon. In line with this framework, Cahit Saffet Irgat's “Porda” poem has been tried to reveal the approach of the power to art and the enforcements against the artist who works on the contrary of the art's understanding of power.
