Üniversitelerin bölgesel kalkınmaya etkilerine olan ilginin yükselişi ile bilgiye dayalı yeni sanayi odaklarının küresel ekonomideki yükselişi arasında bir paralellik söz konusudur. Bu çalışma Türkiye’deki üniversitelerin bulundukları bölgelerin inovasyon performansına katkısını ve bölgelerdeki inovasyon faaliyetlerinin üniversitelerde yoğunlaşma eğilimlerini ortaya çıkarmayı amaçlamaktadır. İnovasyon göstergesi olarak literatürde genel kabul gören patent başvurusu verileri kullanılmıştır. Türk Patent ve Marka Kurumu’ndan İBBS Düzey 3 ölçeğinde bölgelerin ve üniversitelerin patent başvurusu verileri temin edilmiştir. İnovasyon performansının zamansal ve mekânsal gelişimi betimsel analizlerle gösterilmiştir. Üniversitelerin bölgesel inovasyon performansına etkisini göstermek için ise Lokasyon Katsayısı ve Krugman Uzmanlaşma Endeksi kullanılmıştır. Analiz sonuçlarına göre inovasyon süreçlerine yönelik kurumsal ve örgütsel yapılardaki değişim ve düzenlemeler bölgelerin ve üniversitelerin inovasyon performansını olumlu yönde etkilemiştir Bu sonuçlar üniversitelerin inovasyon faaliyetlerinde bölgelerine olan katkısının da değiştiğini göstermektedir. İnovasyon aktivitesi düşük olan ve inovatif üniversitelerin bulunduğu bölgelerde hem üniversitelerin katkısının daha fazla olduğu hem de bölgedeki inovasyon faaliyetlerinin üniversitelerde yoğunlaştığı görülmüştür.
It has a parallelism between the increasing of in the number the studies the effects of universities on regional development and the rise of new knowledge-based industry districts in the global economy. The aim of the this study to reveal the contribution of universities in Turkey to the innovation performance of the regions in located, and the concentration trends in universites of innovation activities in the regions. In the study, we used to patent application data which are generally accepted as an innivation indicatorin the literature. Patent application data were provided from the Turkish Patent and Trademark Office at NUTS Level 3 scale in both region and university categories. The temporal and spatial development of innovation performance where are in regions and universities has been demonstrated by descriptive analyses. The contribution of universities on the regional innovation performance have indicated by the Location Coefficient and Krugman Specialization Indices. According to the results of the analysis, changes and regulations in institutional and organizational structures made by goverment for innovation processes have positively affected the innovation performance of regions and universities. The same results shown that the contribution of universities for innovation activities of regions had also changed. It has been observed that in regions with low innovation activities and where innovative universities are located, both the contribution of universities are higher and the innovation activities in the region are concentrated in universities.
