Abstract:

The soft power, conceptualized by Joseph Nye in 1990, has become the most important instrument of foreign policy for states in recent years. The soft power has become the most effective factor in the formation of the political system, in the guidance of other societies and in the acceptance of national interests by the states in peaceful ways to other states. When we look at the countries that use this tool most actively in foreign policy, the United States is facing us. His leadership in technology, its leading role in scientific discoveries, its democratic structure and the dominant culture can attract them to their own ideology by making them a attractive element over other societies. However, although conceptually soft power appeared in the 1990s, the soft power practices of the United States can be seen with older dates. For example, the attempts of the United States to open the Mediterranean trade in 1795 and the Ottoman Empire, which ruled the region, and their relations with soft power practices show that these dates were also among the instruments of American foreign policy. The aim of the work in this framework is to explore the reflections of this power on the Ottoman Empire within the framework of the soft power capabilities of the United States.
