“Karşılaştırmalı” bilimsel çalışmalar hemen her disiplinde giderek yaygınlaşmaktadır. "Karşılaştırmalı kamu yönetimi" de bunlardan birisidir. Bu temel alanın içinde “karşılaştırmalı yerel yönetimler” ise günden güne gelişen disiplinlerdendir. Kamu yönetiminde politika transferinin sürekli yaşandığı bir dünyada ülkelerin yönetim sistemlerinin karşılaştırılması, önemli bilgiler sağlamaktadır. Yönetim sistemine ilişkin karşılaştırmalar, birçok yolla yapılabilmektedir. Yerel yönetimlerin karşılaştırılması bağlamında reform başlığının ele alınması da bunun gibidir. Bu çalışmada 1980'den sonra Fransa ve Türkiye’nin yerel yönetim reformları karşılaştırılmaktadır. Bu analiz betimsel bir yöntemle ve literatür taraması yapılarak gerçekleştirilmektedir. Çalışmanın ana amacı, yönetim ve hukuk sistemleri olarak birbiriyle ilişkilendirilebilen bu iki ülkenin yerel yönetim sistemlerindeki reform hareketlerinin süreçsel bir analiz çerçevesinde incelenmesidir. Türkiye, yönetim hukukunu ve yönetsel kurumlarının birçoğunu Fransa’dan örnek almıştır. Bu çalışma Türkiye’nin bu alanda geldiği aşama hakkında bilgi verecektir. Yapılan analiz, Türkiye’de yerel yönetim reformlarının hangi ölçüde Fransa örnek alınarak gerçekleştirildiğini de gösterecektir. Sonuçlar, iki ülkenin bu alandaki kazanımlarını sergileyecektir.
"Comparative" scientific studies are becoming more and more prevalent in almost every discipline. The “comparative public administration” is one of these. In this basic field, "comparative local governments" are one of the disciplines that develop from day to day. In a world where the policy transfer is constant, the comparison of the governance systems of the countries provides important information. Comparison of the management system can be done in many ways. In the context of the local governments comparison, the headline of the reform is also discussed. This study compares the local government reforms in France and Turkey after the 1980s. This analysis is carried out by an imaginary method and by the scan of literature. The main objective of the study is to study the reform movements in the local governance systems of these two countries, which can be interconnected as governance and legal systems, in the context of a processual analysis. Turkey has taken the example of many of its administrative law and administrative institutions from France. This study will provide information about the stage in which Turkey is coming in this area. The analysis will also show how much the local government reforms in Turkey are carried out by taking the example of France. The results will show the achievements of the two countries in this field.
