Abstract:

In the 2000s, radical changes began to occur in the health system in Turkey. In 2011, the Ministry of Health was restructured and The Turkish Public Hospitals Institution was established under the Ministry of Health, and The Associations of Provincial Public Hospitals were established as the provincial organization of the institution. Institutions and associations were closed in 2017 after operating for about 6 years. The aim of this study is to investigate the reasons behind the establishment of The Associations of Provincial Public Hospitals and The Turkish Public Hospitals Institution, which have been operating for about 6 years. In this context, as the reasons behind the establishment of The Turkish Public Hospitals Institution and The Associations of Provincial Public Hospitals; The problems encountered in health service and management, the problems encountered in general public administration and the problems related to health legislation will be examined and the change in the understanding of health service and management will be discussed.
