Abstract:

Sosyal devlet, vatandaşlarına asgari bir yaşam seviyesini sağlamayı amaçlayan ve vatandaşların sosyal durumlarıyla ilgilenen devlet anlayışı olarak tanımlanmaktadır. Sosyal devletin bu amacı yerine getirebilmek için kullandığı araçlardan biri de sosyal koruma harcamalarıdır. Sosyal devletin kuramsal çerçevesi, kapitalizmin ortaya çıkardığı refah artışının bireyler arasında nasıl bölüşüleceği sorunuyla önem kazanmıştır. Bu kavramın pratiğe dönüşmesi ise 20’nci yüzyılın ikinci yarısında savaş ve kriz yıllarının ardından toplumda korunmaya muhtaç kişilerin artmasıyla mümkün olmuştur. Çalışmanın amacı, sosyal devlet anlayışı kapsamında yapılan sosyal koruma harcamalarının seyrini incelemektir.
