Osmanlı Devletinin sonlarına doğru Orta Asya’daki Rus ve Çin işgallerinden meydana gelen yeni siyasi tablo çerçevesinde, Türkistan Türklerinin işgale karşı direnişi ve bu direnişten doğan Doğu Türkistan’ın Kaşgar Emirliğinin hükümdarı Yakup Han’ın Osmanlı devleti ile yürüttüğü ilişkiler, Osmanlı Devletinin Doğu Türkistan’daki faaliyetleri, Osmanlı devletinin Kaşgar’a silah ve askeri yardımları, iki ülke arasındaki yazışmalar, İstanbul’daki Kaşgar ilgisi, Osmanlı devletinin Doğu Türkistan için önemi, Osmanlı Devletinin Kaşgar politikası ve bütün bunların doğurduğu siyasi ve sosyo kültürel sonuçlar ortaya konmaya çalışılacaktır. Bu amaçla öncelikle Türkistan coğrafyası ve tarihi hakkında genel bilgiler verilecek ardından öncelikle Çağatay Hanlığından Mançu İstilasına Kadar Olan Tarihi Süreç daha sonra Mançu İstilasından Yakup Beg’in İstiklalini İlan Etmesine Kadar Olan Tarihi Süreç içerisinde Doğu Türkistan hakkında temel sosyal ve siyasal görünümün genel hatları çizilecektir. Yakup Bey döneminde Osmanlı yönetimiyle kurulan politik, askeri ve ekonomik ilişkiler aktarılacaktır. Türkistan’ın siyasi tarihi ve Osmanlı yönetiminin bu kesimlerle ilgili bakış açısının verilmeye çalışılacağı çalışma, gerek Osmanlı gerekse Türkistan açısından eldeki bilgilerin bir araya getirilmesi ve tarihi bir dönemin aydınlatılmasına katkı sağlamayı hedeflemektedir. Bu doğrultuda Türkistan’ın günümüzdeki sosyal, siyasal, ekonomik ve demografik problemlerinin sağlıklı bir şekilde çözümü için Osmanlı İmparatorluğu’ndan bugüne geçen süreyi ve önemli kırılma noktaları sağlıklı bir şekilde yorumlamak gerekmektedir.
In the framework of the new political picture of the Russian and Chinese occupations in Central Asia towards the ends of the Ottoman State, the resistance of the Turkish Turks against the occupation and the relations of the Eastern Turkish Emirate rulers Yakup Han with the Ottoman State, the activities of the Ottoman State in the Eastern Turkish State, the weapons and military aid of the Ottoman State to the Kashmir, the communications between the two countries, the interest of the Kashmir in Istanbul, the importance of the Ottoman State for the Eastern Turkish State, the political and social cultural outcomes of the Ottoman State in the Kashmir and all of them. For this purpose, first general information about the geography and history of Turkistan will be given, then first the historical process from the Chağatay Hanlığı to Mançu Stilium, then the historical process from Mançu Stilium to Yakup Beg's Stilium announcement will be drawn the general lines of the basic social and political appearance of Eastern Turkistan. The political, military and economic relations established with the Ottoman government during the period of Mr. Yakup will be transmitted. The study that will try to give the political history of Turkistan and the view of the Ottoman administration on these sections, aimed at gathering the information available from the perspective of the Ottoman or Turkistan and contributing to the enlightenment of a historic period. In this direction, the time passed from the Ottoman Empire to the present, and the important breakthroughs of Turkistan, to solve the social, political, economic and demographic problems of today, must be interpreted in a healthy way.
