Abstract:

The empire is the focal points of power in the quest for hierarchical superiority that provides power and space for movement within the anarchic structure of the international system. The history of empires has equivalent historical root as well as human history. In this regard, the international relationship system established with Westphalia which is based about 400 years, is actually a dimension of the power reading that has existed for centuries. On the other hand, modernization reshape and create identity and civilization in world history. With this new approach Europe begins to impress the World System. In this period, the transformation of the empires into great powers forced the traditional ones to become modern. Thus, our modern and traditional world imagination determines the historical boundaries of this creation. So, the scope and boundaries of this study will focus on two major transformations, Westhalia and modernization periods, in order to see the historical change.
