Kentlerin gelişim sürecinde planla ya da plansız biçimde ortaya çıkan saçaklanma, bu sürecin doğal bir seyri olarak kabul edilmektedir. Ancak, bu biçim süreklilik kazandığında doğal alanlar üzerinde kentsel gelişimin etkisi artmakta ve telafi edilemez sorunlar ortaya çıkmaktadır. Bu sorunlar başlıca toprak yapısının ve ekosistem bütünlüğünün bozulması, üretim alanlarının kaybı ile gıda ve gelir güvenliği riski ortaya çıkması, kırsal alanın kentsel alana dönüşmesi ile sosyal sorunların yaşanmasıdır. Bu nedenle saçaklanma eğilimlerinin tespit edilmesi, doğal alanların ve tarım topraklarının korunması ve sorunların çözümü açısından önemlidir. Bu çalışma ilgili literatürün saçaklanmanın en çok metropoliten kentlerde ortaya çıktığını göstermesi nedeniyle bir metropoliten kent olan İzmir’i çalışma alanı olarak seçmiştir. Çalışmada Corine Projesinin doğal ve yapay alanlara ilişkin verileri Coğrafi Bilgi Sistemi (CBS) ortamına aktarılarak il, bölge, ilçe ve mahalle ölçeklerinde oluşturulan karolaj sistemi ile ilişkilendirilmiştir. Saçaklanmanın tespitinde her bir karenin doluluğu ve diğer kare ile bitişikliği kapsamında bir değerlendirme sistemi oluşturulmuştur. Sonuçta, kentsel saçaklanmanın en çok olduğu bölge (kuzey aksı), bu bölgede en çok saçaklanmanın olduğu ilçe (Bergama) ve bu ilçede en çok saçaklanmanın olduğu mahalleler saptanmıştır. Bu sayede, doğal ve yapay alanların değişimi ve saçaklanma durumu il, aks, ilçe ve mahalle düzeylerinde aktarılmıştır. Çalışma genelde İzmir ilinde ve özelde Bergama ilçesinde ve mahallelerinde saçaklanmayı saptamak üzere bir yöntem geliştirmesi ve bu doğrultudaki önerileri ile literatüre katkı sağlamaktadır.
The sprawl that occurs with or without a plan in the development process of cities is accepted as a natural course of this process. However, when this form gains continuity, the impact of urban development on natural areas increases and irreparable problems arise. These problems are the deterioration of the soil structure and ecosystem integrity, the loss of production areas, the emergence of food and income security risks, the transformation of rural areas into urban areas and social problems. For this reason, it is important to detect sprawling trends, to protect natural areas and agricultural lands and to solve problems. This study chose İzmir, which is a metropolitan city, as the study area, since the relevant literature shows that sprawl occurs mostly in metropolitan cities. In the study, the data of the Corine Project related to natural and artificial areas were transferred to the Geographical Information System (GIS) environment and associated with the grid system created at the scales of the province, region, district and neighborhood. An evaluation system has been established in the scope of the fullness of each square and its contiguity with the other square in the detection of sprawling. As a result, the region with the most urban sprawl (north axis), the district with the most sprawl in this region (Bergama) and the neighborhoods with the most sprawl in this district were determined. In this way, the change of natural and artificial areas and the situation of urban sprawl were conveyed at the provincial, axis, district and neighborhood levels. The study contributes to the literature by developing a method for detecting sprawling in the province of İzmir, and in Bergama in particular, and its neighborhoods, and suggestions in this direction.
