Göç insanlık tarihiyle başlayan ve günümüze kadar gelen bir olgudur. Türkiye, jeopolitik konumu gereği tarih boyunca birçok göçmenin hedef ya da geçiş bölgesi olmuştur. 2011 yılında başlayan Suriye İç Savaşı, Türkiye’yi ve Avrupa’yı sosyal, siyasal ve ekonomik olarak olumsuz etkisi altına alan kitlesel bir göç dalgasına neden olmuştur. Bu çalışmanın amacı, Türkiye ve Avrupa Birliği’ne üye olan ülkelerin Suriye İç Savaşı dönemindeki ilişkilerinin göç hareketleri bağlamında değerlendirilmesidir. Suriye kaynaklı kitlesel göçün, Türkiye ve Avrupa Birliği ilişkilerine etkisi “Dünya Sistemleri” kuramı bağlamında ele alınmıştır. “Çevre”den, “Yarı-Çevre”ye oradan da “Merkez”i hedefleyen göç hareketinin siyasal etkilerinin kuram çerçevesinde sınanarak değerlendirilmesi hedeflenmiştir. Dolayısıyla, Suriye, Türkiye ve Avrupa Birliği’nin göç ve güvenlik politikalarının, birbirlerine olan politik bakış açısının, göç unsuruyla nasıl şekillendiği de Sistem Okulu yaklaşımıyla ele alınmıştır.

Abstract:

The migration is a phenomenon that started with the history of humanity and has survived to the present day. Due to its geopolitical position, Turkey has been the target or transit area of many immigrants throughout history. The Syrian Civil War, which started in 2011, caused a mass migration wave that negatively affected Turkey and Europe socially, politically and economically. The aim of this study is to evaluate the relations between Turkey and the European Union member countries during the Syrian Civil War in the context of migration movements. The effect of mass migration originating from Syria on the relations between Turkey and the European Union is discussed in the context of the "World Systems Theory”. It is aimed to evaluate the political effects of the migration movement from the "Periphery" to the "Semi-Periphery" and then to the "Core" by testing it within the framework of theory. Therefore, how the migration and security policies of Syria, Turkey and the European Union, and their political perspectives towards each other, are shaped by the element of migration is also discussed with the Imperialism Studies approach.
