Hükümet sistemleri yasama, yürütme ve yargı kuvvetlerinin birbiri ile ilişkisine göre belirlenmektedir. Yasama, yürütme ve yargı kuvvetleri tek bir organda birleştiği zaman, kuvvetler birliği hükümet sistemleri olarak adlandırılan hükümet sistemleri ortaya çıkmaktadır. Yasama, yürütme ve yargı kuvvetlerinin ayrı organlar tarafından kullanılmasında ise kuvvetler ayrılığı sistemleri ortaya çıkmaktadır. Kuvvetler ayrılığı teorisine göre kuvvetler ayrılığı hükümet sistemleri demokratik hükümet sistemleridir. Kuvvetler ayrılığı hükümet sistemleri de başkanlık sistemi, yarı başkanlık sistemi ve parlamenter hükümet sistemi olarak adlandırılır. Kanada devletine bakıldığı zaman ise diğer devletlerden farklı bir sistem görülmektedir. Kanada devletinde, hükümet sistemlerinin tanımlarına uymayan kendine has bir hükümet sistemi yer almaktadır. Bunun nedeni ise Kanada’nın parlamenter demokrasi ve anayasal monarşi hükümet sisteminin yanında İngiltere kraliçesine bağlı olmasıdır. Kanada, devlet başkanı olarak İngiltere kraliçesi tarafından yönetilmektedir. Kanada’nın devlet başkanı sembolik olarak İngiltere kraliçesidir. İngiltere kraliçesinin Kanada’nın devlet başkanı olması Kanada’nın hükümet sistemini etkilemekte ve “sui generis” bir sistem haline getirmektedir.
Government systems are determined by the relationship between legislation, execution and judicial forces. When the legislative, executive and judicial forces are united in a single body, the unity of forces emerges in government systems called government systems. When the legislation, execution and judicial forces are used by separate organs, the separation systems arise. According to the theory of divisions of forces, divisions of forces are democratic government systems. Government systems are also called the presidential system, the semi-presidential system and the parliamentary government system. When it comes to Canada, it is a different system than other states. In the state of Canada, there is a separate government system that does not comply with the definitions of government systems. This is due to the fact that Canada, along with the parliamentary democracy and the constitutional monarchy of the government system, is bound to the Queen of England. Canada is governed by the Queen of England as the president of the state. The president of Canada is symbolically the Queen of England. The Queen of England's presidential status of Canada affects the government system of Canada and makes it a "sui generis" system.
