Abstract:

Ombudsman, tarihte 18. Yüzyılda İsveç’te ortaya çıkmış bir kamusal şikayet organdır. Temel görevi, vatandaşlardan aldığı kamusal ve yönetime dair sorunları çözmesidir. Günümüzde dünyanın neredeyse tüm devletlerinde uygulanmaktadır. Bu çalışmada, yöntembilimsel düzeyde bir grand ombudsman teorisinin temel yapı taşlarının ortaya konması planlanmaktadır. Ombudsman, Aydınlanma ve siyasal liberalizm ile ortaya çıkmış bir Anglo-Sakson icadıdır. Ayrıca da postmodern bir denetim paradigmasıdır.

Abstract:

The Ombudsman is 18. It is a public complaint organ that appeared in Sweden in the century. The primary task is to solve the public and government issues it receives from citizens. Today, it is applied in almost all countries in the world. In this study, it is planned to reveal the fundamental structures of a grand ombudsman theory at the methodological level. The Ombudsman is an Anglo-Saxon invention that emerged with Illumination and political liberalism. It is also a postmodern control paradigm.
