Abstract:

The aim of this research is to evaluate the performance of North African countries in the field of science and technology (B&T) between 1996 and 2018. The aim of the study is to explore the research capabilities of the north African countries and to understand how much they want to adopt the strategic vision set out in the African Union Agenda (AU 2063) . The African Union (AU) 2063 aims to change the current economic model (a oil and natural gas-based economy). Many African countries rely on natural resources and oil revenues to exchange the economic mode with a knowledge-based model that encourages economic growth and development in Africa and enables the rapid transformation of the continent. The data of this study was obtained in the SCImago database. There are a total of 27 subjects in this database. The data of seven sub-sub-sub-subjects in the field of science and technology, one of these sub-subjects, were used in the study that are only related to the north African countries (Algeria, Tunisia, Morocco, Morocco and Libya). The study covers data from the years 1996-2018. Microsoft Excel is used to analyze data collected from the SCImago database. The results are ranked according to the highest productivity degree in science and technology of the north African countries and presented in the relevant tables. The findings of the study showed that efforts were made for greater cooperation between the northern African countries and — another option, low-performance and high-performance — in order to improve the knowledge capacity needed to the African Union Agenda (AU 2063) goals.
