Sağlık sigortası; kişilerin sağlık bakım masraflarını finanse eden bir araçtır ve finansman kaynakları geçmişten günümüze çeşitlilik kazanmıştır. Eşit ve sağlıklı bir toplumu/nüfusu oluşturmanın yolu güçlü bir sağlık sistemi oluşturabilmekten geçmektedir. Sağlık hizmetine erişimde politikalar yapılırken ve sağlıklı toplumu inşa edebilmek için finansman oluşturulurken reformlarda hakkaniyet gözetilmelidir. Sağlıklı toplumu oluşturabilmek için bir anlamda sistem dışında kimseyi bırakmamayı hedefleyen Genel Sağlık Sigortası uygulaması Türkiye sağlık sisteminin önemli bir dönüm noktası niteliğindedir. Bu çalışmada, sağlık hizmeti sunumunda sağlık sigortasının yeri ve önemini literatür desteğiyle ortaya koymak amaçlanmıştır. Bu çerçevede Türkiye’deki genel sağlık sigortası uygulamasına da değinilmiş ve kapsamlı bir derleme ile özellikle finansman yöntemlerinin sağlık politikalarındaki rolü değerlendirilmiştir. Çalışma derleme yöntemi olarak tasarlanmıştır. Sonuç olarak sağlık sigortacılığının sağlık sistemlerinin üç temel amacı olan genel sağlık durumunu iyileştirmek, cevap verebilirlik, finansal koruma ve adalet faktörlerinin tümüne hizmet ettiği görülmektedir. Bu nedenle sağlık sistemlerinin planlanması ve uygulanması aşamasında sağlık sigortasının ve faydalarının göz önünde bulundurulması büyük önem taşımaktadır. Ayrıca sağlık sigortası, özel sağlık sigortası ve kamu sağlık sigortası (Genel Sağlık Sigortası) olmak üzere iki farklı açıdan değerlendirilmelidir. Bu sayede sağlık sigortasının sağlık sistemindeki yeri tam olarak belirlenebilmekte ve erişilebilirlikte eşitlik ilkesine uygun olarak tüm vatandaşlara hizmet sunulabilmektedir.
Health insurance is a means to finance people’s health care costs and funding resources have become diverse from the past to the present day. The way to create a equal and healthy society/population is through the creation of a strong health system. The rightfulness in the reforms should be observed while policy is made and funding is created to build a healthy society. The application of the General Health Insurance, which aims to not leave anyone outside the system in a sense to create a healthy society, is an important turning point in the health system of Turkey. In this study, it is intended to reveal the place and importance of health insurance in the presentation of health care with the support of literature. In this framework, the application of general health insurance in Turkey has also been pointed out and a comprehensive summary of the role of financing methods in health policies has been assessed. It is designed as a method of work. As a result, it appears that health insurance serves all the factors of general health improvement, responsibility, financial protection and justice, which are the three main objectives of health systems. Therefore, it is very important to take into account health insurance and benefits in the phase of planning and implementation of health systems. There are also two different aspects: health insurance, private health insurance and public health insurance (General Health Insurance). Thus, the health insurance position in the health system can be fully determined and services can be provided to all citizens in accordance with the principle of equality in accessibility.
