Türkiye’de Bireysel emeklilik sisteminde uygulanan devlet katkısı sonrasında sistemdeki yatırım fonu tutarının 52.2 milyar TL.’na, katılımcı sayısının 6.2 milyon kişiye ulaşmasına rağmen, fon tutarının ekonomik büyüklüklere oranı henüz çok yetersiz olup, yapılan kesintilerin yüksekliği nedeniyle reel getiriler çok düşük kalmaktadır. Bu çalışma kesintilerin yüksek olmasının yapısal sebeplerini analiz ederek, giderlerin düşürülmesine yönelik önerilerde bulunmaktadır. Çalışma aynı zamanda Türkiye’de geçilmesi planlanan otomatik katılım sisteminin başarılı olabilmesi için; maliyetlerin düşürülmesi, katılımcının farklı alternatifleri karşılaştırmasına imkan veren, doğru ve kolay anlaşılır şekilde bilgilendirilmesi, otomatik katılım sisteminde kullanılacak standart fonların yapısı, çıkış periyodunun uzunluğu ve sisteme kayıt süresi konuları ile ilgili politika önerilerinde bulunmaktadır
