Kritik Yol Metodu ile Kentsel Dönüşüm Bina Projelerinin Programlanması: İzmir Karşıyaka Örneği

Kentsel dönüşüm Türkiye’de Mayıs 2012’de 6306 sayılı Afet Riski Altındaki Alanların Dönüştürülmesi Hakkındaki kanun ile son şeklini almıştır. Bu kanun ile birlikte Çevre ve Şehircilik Bakanlığı’na geniş yetkiler verilerek merkezi yönetimlere bu süreçte giderek artan bir rol verilmiştir. Ancak yasaların hazırladığı altyapı ülkemizde inşaat sektörünün aktörleri ve belediyeler tarafından yeterince anlaşılamamıştır. Bu çalışmada inşaat sektörünün önemli aktörlerinden biri olan inşaat müteahhitlerinin bakış açısına katkıda bulunabilecek bir kentsel dönüşüm inşaat projesinin proje programlanması ele alınmıştır.  Bu projelerin en önemli özelliği devletten kira desteği alacak olan arsa sahiplerinin bu destek bittiği zaman evlerine yapı kullanma izin belgeleri hazır olarak taşınabilmeleridir. Dolayısıyla bu tür projelerin zamanında ve bütçesinde tamamlanması önemli bir iştir. İncelenen örnek olaya ait veriler, Türkiye’nin İzmir ili Karşıyaka ilçesinde bulunan bir inşaat müteahhitliği firmasının kentsel dönüşüm projesinden alınmıştır. Projenin analizi için CPM (kritik yol yöntemi) kullanılmıştır. Projenin tamamlanma süresi 84 hafta ve toplam maliyeti 2.196.000TL’dir. Ancak eğer hızlandırma yapılmış olursa bu sürenin 15 hafta azalabileceği ancak bu hızlandırmanın projeye 102.000TL ek masraf yükleyebileceği görülmüştür.

Abstract:

Urban transformation in Turkey has taken its final shape with the law on Transformation of Disaster Risk Areas Under No. 6306 in May 2012. With this law, the Ministry of Environment and Urbanization has been given extensive powers in all construction processes. However, the law is not well understood by the actors of the construction sector in our country. In this study, the project programming of an urban transformation of a construction project is discussed. The most important feature of these projects is that the landowners who will receive rent support from the state can move to their houses as ready to use when this support ends. Therefore, timely and budgetary completion of such projects is an important task. Analyzing the data of the case of a construction contracting company located in Turkey's Izmir Karsiyaka district is taken from the urban transformation projects. CPM (Critical Path Method) was used for the analysis of the project. The completion period of the project is 84 weeks and the total cost is 2.196.000 TL. However, if the crashing is done, this period may be reduced by 15 weeks but this crashing may add $102,000 additional cost to the project.
