Abstract:

Nineteenth-century Russian conservative bureaucratic and intellectual circles were not comfortable with the bureaucratic and intellectual circles that were rapidly liberalizing as an extension of the great reform movement in the Russian Empire in the 1860s and 1870s. Konstantin Pobedonostsev, a leading conservative figure and one of the symbols of opposition to reforms, argued that the reform movement in the Western model was the source of corruption in the bureaucracy and society. In his letters to Tsar Alexander III, Pobedonostsev advised to stop the liberal transformation in the bureaucracy and provided detailed information about liberal corrupt bureaucrats in order to influence the views of the Tsar. Pobedonostsev, who came to the forefront as the person responsible for establishing the link between the tsarist administration and the ordinary Russian people, was struggling to prevent liberal reforms in the Russian bureaucracy. On this road, taking advantage of her close relationship with Tsar Alexander III, he often sent letters and reports to the Tsar. In addition, the activities of Pobedonostsev during his ober-procuratorship (the chief representator of the Church) are important in terms of showing the influence of the Church in Russian political life. In this article, the influence of Pobedonostsev, a prominent representative of Russian conservatism on the nineteenth century Russian political thought will be examined. It is thought that this subject, which has not been studied in Turkish literature until today, will make a significant contribution to the literature
