Abstract:

The 19th century was a time period in which reform movements were implemented in 
the Ottoman Empire. In an environment where the nationalist movements that started in the 
European continent after the French Revolution led the Ottoman Empire, which had a 
multinational structure, to rebellions and separatist ideas, this situation was tried to be 
prevented with the declaration of the Tanzimat Edict. 
In the classical period in the Ottoman Empire, the courts were administered by kadis 
who made decisions according to shar'i law. After receiving madrasah education, kadis would 
be assigned to regions suitable for their degree and seniority and worked for the establishment 
of justice. With the Tanzimat Period, Western laws were quoted and courts that made 
judgments in accordance with these laws were established. Western-style education 
institutions were established in order to train women-naibs who could understand and apply 
these laws in the established courts. Muallimhane-i-Nüvvab schools are important because 
they are the first concrete step taken within the scope of legal education, which is our study 
subject. In the study, data about this school was tried to be collected. It has been determined 
that Nuvvab Schools were opened not only in Anatolian lands but also in the Balkans. For this 
reason, Shumen and Sarajevo Nuvvab Schools also found a place in the study. The institution 
has been tried to be clarified in terms of the aims of the establishment of the schools, physical 
conditions, entry and graduation conditions, and information about the graduates.
